(Continued from Page 1)
system that almost every PIRG in the
country has. It is very effective. If the
students want it, they will get it."
Kalman echoed his optimism,
saying that "if 50 percent of the
students support this, then that's
something that they want and that
there should be.
A ALTHOUGH KALMAN
acknowledges that "getting 50
percent of any population is difficult,"
he maintains that "in the end, the
students will vote for it."

Even if the PIRGIM petition sur-
mounts the formidable obstacle of
majority student support, it may not
secure the approval of the regents.
The regents rejected similar
PIRGIM proposals in 1981 and 1983
that would have automatically
charged students unless they
requested a refund, and Regent
Deane Baker (R-Ann Arbor) yester-
day expressed doubt about the new
PIRGIM plan.

"My own sense is that we're done
discussing PIRGIM," Baker said.
"I'm surprised that they would make
such a request. My own feeling is that
if such a proposal came to the regents,
it wouldn't be successfull.
Nonetheless, PIRGIM plans to
present a petition to the regents in
early spring, but even if the petition-
drive proves unsuccessful, Johnson
thinks the attempt will increase the
organization's visibility on campus.

OSLO, Norway (AP) - The co-
founders of the doctors' organization
that won this year's Nobel Peace
Prize joined in emergency treatment
to help a Soviet journalist who suf-
fered a heart attack at their news con-
ference yesterday.
"you have witnessed a tragic
event," Dr Yevgeny Chazov of the
Soviet Union told reporters after more
than half an hour of heart massage
and other rescue efforts on the floor of
a hotel conference room. He and Dr.
Bernard Lown, American co-founder
of the Physicians for Prevention of
Nuclear War, are heart specialists.

Officials at Oslo's Rikshospitalet
said the journalist, Lev Novikov of
Soviet television, was alive and "the
situation is now stable."
Eric Myre, a doctor at the hospital,
added that it was "too early to say
how it will go."
"Fortunately there were skilled
people present and the quick
assistance may have saved Novikov 's
life," he said.
Until Novikov collapsed, Chazov
and Lown had been fendig of]
aggressive questioning of the Soviel
physician on human rights and other
issues.
