"OUR RESEARCH will show how
students do best with different
study processes, different teaching
for different students, and computer-
learning," Stark said.
A five-member team of faculty
from several University departments
will lead the projects. The research
will involve work by faculty mem-
bers, research assistants, graduate
students, and researchers from other
colleges.

"We are very pleased to be chosen
in a big competition," Stark said,
because the grant places the Univer-
sity among "the best in the country."
Grants ranging from $4 million to
$6.5 million were also awarded to
Michigan State University, Johns
Hopkins University, Columbia
University Teachers' College,
Rutgers University, University of
California at Berkeley, UCLA, and the
universities of Maryland, Wisconsin,
and Pittsburgh.

vocates is having Congress, not the
Department of Education, set basic
need requirements for students
wishing to receive financial aid..
"I think there is something to be
lost-Congress is not a body that is
quick to react to anything," said
Grotrian. "On the other hand, the
Department of Education has taken
liberties. They have tinkered with the
formula and have had programs

guided for other things than what
Congress wanted."
THE BILL also includes new
regulations regarding federal sub-
sidized loans. All students, not just
those whose parents have an income
of more than $30,000, would be
required to provide proof of need. In
addition, procedures would be
tightened for collecting defaulted
loans.
Butts sees this move, as well as
having Congress set the need
requirements, as a reaction to the
recent criticism Congress has
received regarding financial aid
programs.
"They want the taxpayers to have

confidence that the money is being
spent right," Butts said.
Both Butts and Grotrian said that
until the Senate votes on their version
of the bill and the two houses head to
the conference committee, it will be
difficult to speculate on how the final
act will appear.

THERE IS a strong possibility that
there will be a great number of con-
flicts between the two houses,"
Grotrian said. "The two bodies are
going to differ becasue the House has
produced such a strong bill. The con-
ference committee is going to have a
lot to do." The Senate is expected to
vote on its bill early next year.
