brief in about two weeks.
Nevertheless, Ketelhut said the
ruling is significant because "now, for
the first time in a social setting, you
can be liable if you serve alcohol to
minors."
He said only commercial
establishments had been liable before
the rulinig. "It looks like this case
may have changed that law," he ad-
ded.
ACCORDING to Ann Arbor Police
Sgt. Art Hughes, hosts were always
criminally liable if they served
alcohol to minors, but now they face
possible civil action.
Ketelhut said party guests used to
be responsible for their own behavior,
but the ruling is "changing respon-
sibility to the hosts."
Fraternity leaders at the University
are concerned about this shifting of
responsibilites.
Allen Lutes, president of the Inter-
Fraternity Council, said the ruling "is
basically putting the responsibility on
the host. It's lessening the respon-
sibility of the people consuming the
alcohol."
"THERE IS a concern among
fraternities," Lutes said. "We want to
do all we can to keep people from
getting hurt."
Echoing Lutes' concerns, John
Tebeau, president of Sigma Chi, said,
"I believe, like a lot of people, that
there's so much a fraternity can do,"
Tebeau said. "But I wish the in-
dividual would take responsibility."
Tebeau said Sigma Chi's national
organization has a legal awareness
program designed to help members
better understand their legal
obligations.
"The alumni have been talking to
us, too," Tebeau said.
ALUMNI HAVE been playing a
significant role in helping fraternity
members understand the liability,
Lutes said, adding that the IFC has
been meeting with alumni from every
house. "Every fraternity on campus
is looking at the issue in its own right
and in its national organization," he
said.
Though fraternities are looking into
the problem of liability for both legal
and safety reasons, Lutes says there
has not been a problem with accidents
resulting from drinking parties on
campus.
"In general, U. of M. students are a
little more responsible," Lutes said,
referring to the low accident rate
among University students.
Hughes said that only one in 15 auto
accidents in Ann Arbor involve
drinking, and that drinking was not
necessarily a cause of the accidents.
"We are very fortunate that we
have had very few accidents that have
involved minors drinking," Hughes
said.
"I know and you know they're doing
it," he added, "but I'm still surprised
we don't have more 17- to 20-year-olds
involved in drinking and driving ac-
cidents.

THE OFFICIAL said reports of a
continued Regan-McFarlane feud ap-
parently were being put out by people
trying to undermine the chief of staff.
Poindexter's selection was confir-
med by several sources in Congress
and within the administration. "He's
a known quantity and you don't have
to housebreak him," said one ad.

dexter as "quiet and hard-working;
slow to anger, keeps positions to him-
