U.S. asks Hanoi for MIA talks

HANOI, Vietnam (UPI) - The
United States has requested a
meeting of senior diplomats in Hanoi
Dec. 16 to discuss U.S. servicemen
listed as missing in action in Vietnam,
the Foreign Ministry said yesterday.
The meeting would be the highest
level U.S. visit since the end of the
Vietnam War a decade ago and may

include talks on the opening of a per-
manent U.S. MIA liaison office in
Hanoi, ministry officials said.
TRAN HOAN, head of the Foreign
Ministry's North American section,
said Washington proposed the Dec. 16
visit and requested a meeting with
Foreign Minister Nguyen Co Thach.
In Washington, State Department
spokesman Charles Redman said a
high-level trip to Hanoi is now under
consideration but declined to say who
might go or what might occur.
Hoan said Hanoi was "taking the
proposal into consideration. We think
a reply can be made in a few days.,,
THE U.S. mission would include
Assistant Secretary of State Paul
Wolfowitz, Assistant Defense
Secretary Richard Armitage,
National Security Council official
Richard Childress, and Ann Mills
Griffith, president of the League of
Families of American Servicemen
Captured and Missing in Southeast
Asia.
"We have agreed previously with
the Vietnamese that we would hold
high-level talks if necessary, to in-
crease the pace of resolution of the
POW-MIA issue," Redman said,
noting that Armitage, Wolfowitz, and
Childress will be in Asia in mid-

December for trips to regional cap-
itals.
Childress and Griffith visited Hanoi
last summer and both sides ex-
changed plans to resolve the MIA
issue, a longstanding sore point in
relations between the one-time bitter
adversaries.
HOAN SAID Thatch surely would
meet the Americans if he is in Hanoi
in mid-December.
However, he evaded questions
about Thatch's schedule.
Hoan said a liason office may be
one of the measures that may be
discussed with the Americans and we
are prepared to discuss any
measures."
Vietnam wants better relations with
Washington to pave the way for U.S.
aid, but U.S. officials, insisting that
Hanoi withdraw its troops from Cam-
bodia before diplomatic relations be
established, have said a liaison office
would not be a first step toward nor-
malized relations.
Hoan's announcement came on the
eve of a ceremony today in Hanoi in
which Vietnam will turn over seven
sets of the remains of what are
believed to be U.S. servicemen to
American officials. Hoan said Viet-
nam also will surrender documents
pertaining to 14 other Americans.
