The Michigan Student Assembly and the LSA Student Government, in cooperation with several minority groups on campus, is currently studying how to discourage racism at the University. The group may organize a "public clean-up day," when students would help erase some of the graffiti on campus to show that they disapprove of it according to MSA President Paul Josephson. The informal group, known as the United Front Against Racism, is also studying the possibility of implemen- ting an educational program on racism and male-female relations during freshman orientation. So far, Josephson said, the group has received positive feedback from the orientation office. There are already numerous programs on race relations and date rape at the University, Josephson said, but "people who attend the programs are the people who least need to attend the programs." By JILL OSEROWSKY When the first thick blanket of snow falls on Ann Arbor, students will find themselves facing confusing rules about the removal of snow along city streets. This winter, the confusion could worsen. The city's transportation department is in the process of adding certain streets to its list of "Snow Emergency Routes," according to Parking Systems assistant ad- ministrator Josephine Littleton. People who normally park along these routes must move their vehicles when a snow emergency is declared by the city adminstrator. If they don't, they face a $20 fine or having their car towed or both. EARLIER this fall, the transportation department publicized the existing snow emergency routes and what it calls "secondary routes." The Department also publicized its system for removing snow along the secondary streets. On odd days of the month, people should park their vehicles on even-numbered sides of the secondary streets. And on even days, people should park on the odd- numbered side. On streets with parking on one side only, people can park on the other side if it's the day they have to move. Not only are students responsible for their cars but they are also responsible for removing snow from the sidewalks in front of their houses. IF SNOW falls during the night, the residents must chear their sidewalks before noon the next day. Snow falling during the day must be cleared by noon the following day as well. A 45-cent fine per foot plus a 10 percent collection fee will be charged to residents who fail to follow the rule. In the past, the city's rules have confused more than a few students, who have returned from class to find their cars towed or tickets slapped on their windshields. Littleton blames much of the confusion on the media, and on students' failure to listen for snow emergency reports. The city administrator notifies area newspapers, radio, and cable television stations after declaring a snow emergency, she said. "People ... should make a concer- ted effort to find out whether our city is facing a snow emergency," she added. Sometime this week the city will release its revised jt of snow emergency routes. The disclosure, at the State Depar- tment and the Pentagon, followed widespread reports attributed to a senior Maltese official that one of the officers, Gen. Robert Weigand, helped coordinate the attack. U.S. officials denied the assertion and said the American officers traveled with the Egyptian special forces to weigh and convey to higher U.S. authorities any request for assistance. "They were instructed not to participate in any operation and they did not do so," said Charles Redman, a State Department spokesman. A Pentagon official said the three Americans were sent with the com- mandos "to demonstrate to (Egyptian President Hosni) Mubarak that we were serious about providing any assistance that he might desire." "We told them that if their men on the ground in Malta decided they wan- ted assistance from us, we would be prepared to move on the request im- mediately," said the official, who demanded anonymity. "We didn't force our way on the plane.
