"According to Roderick Daane, the University's chief attorney, univer- -sities are not legally responsible for 'what happens in the Greek chapters end co-ops in their schools. However, Vaane said, the courts have recently ;begun holding the schools more and * more responsible. FOR EXAMPLE, a student last yar sticcesfully sued the University of -'Colorado-Denver after he injured himself playing on a trampoline on the lawn of one of the fraternity houses at the school. One who supports the inclusion of both systems is social work Prof. Ann Hartman. Besides the possiblity of University legal responsibility, Har- tman said she'd have a hard time telling women going to a fraternity party, "Sorry baby, you're on your own." Susanne Cohen, a law student and a co-chair of the council, objected, saying that it's not the University's role to protect women - or anyone else - from fraternity parties. IN ADDITION, Cohen questioned whether fraternities and co-ops should be considered different from other types of off-campus housing. Hartman said last week the two systems are related to the University more than other off campus housing because "most parents tend to per- ceive the U. of M. chapter of Alpha Phi with the U. of M." Rucknagel said the council will spend parts of its next few meetings discussing "just what is the nature of the relationship between fraternities and the University." For example, Rucknagel said, the Intra-Fraternity Council is registered as a student organizations and has a banking account with the University's Student Organization Account Ser- vice. IN ADDITION, Alan Lutes, president of the IFC, said the organization is working with a task force under University Vice President for Student Services Henry Johnson's office to formalize relations with the University. Lutes said currently the University provides no special resources for the Greek system. One result of the task force, he said, might be the assigning of a University consultant for the Greek system. Lutes refused to comment on whether the University should have jurisdiction over crimes in Greek housing until he talked with the coun- cil in its meeting today. HOWEVER, Robert Cox, president of the Intra-Cooperative Council, said he objects to the co-ops being included in a non-academic code. "One basic tenet of co-operatives is self-determination," he said. Cox ex- plained that in most cases any problem in a co-op can be solved by calling the Ann Arbor police, but for all other problems, it has been able to solve them through the ICC. Recently a graduate student of Asian descent found the racist phrase "Die Chinaman!" written on the wall of his graduate library carrel, and another racist message inscribed in his Chinese-American dictionary. Ron Aramaki, leader of the Univer- pity's Asian American Association, describes the trend towards racist graffiti as "scary." "It (racist graffiti) is something that ought to make us aware," Aramaki said. "It is reflective overall of the conservatism that has been cropping up." Other minority leaders echoed Aramaki's apprehension. Michael Brooks, director of Hillel, expressed concern for anti-semitic graffiti and drawings scrawled in dark black marker on walls in the Modern Language Building. Messages such as "Death to the Jews!" "Death to Jew pigs," and "Oyvay ! We hat goying!" have been focuses on appearing on the MLB's walls. "I take handwriting on the wall very seriously," Brooks said. "The University has to ask the community what we're all about when we walk by what's appearing on our walls and ignore it." Although the penalty for being caught in the act can result in a charge of public destruction of property, violators are rarely ap- prehended, said Director of Public Safety Leo Heatley. Of the numerous reported acts of defacement of University property this year, only four violators have bee mnorities charged. For damages falling below $100, there is a misdemeanor charge, but if the damage cost runs $100 or above, it is considered a felony. But paying for the damage done to campus property isn't the only con- sideration. Erasing the graffiti, especially racist messages, as quickly as possible is the goal of cam- pus minority leaders such as Brooks.
