(AP) - The nation's chief state school officials gave the go- ahead yesterday for the creation of new ways to compare how states are educating their children. Their plan will create a system built around a common test or joint bank of test questions that all states could give to pupils in several grades. THE PLAN was approved overwhelmingly by a voice vote. Among the handful of "nays" were the superintendents from Alabama, Arkansas, and Wyoming. Vermont's school chief, Stephen Kaagan, who chaired a panel that drew up the blueprint for future state comparisons, said, "We are closer together on this issue this year.'' The plan drafted by Kaagan's committee would create by 1989 a series of "educational indicators" to provide comparative information in three general areas: " School outcomes, such as how many pupils graduate from high school or get equivalency diplomas, state test scores, and percentage of graduates going to college, joining the military or getting jobs; " "Contextual factors" such as size, percentage of students who are poor, limited in speaking English or handicapped, how many attended pre- school, parents' educational levels, and per-pupil assessed valuation. * Policies and practices, such as teacher salaries, per-pupil expenditures, length of school day and year, extent of advanced placement cour- ses, rate of vandalism, and proportion of schools with parents' organizations. The federal government publishes statistics on state graduation rates, teachers' pay, per-pupil spending, and other measures. Most of the infor- mation is drawn from the chiefs' own state depar- tments of education. But Kaplan said states vary widely on how they gather data and they do not always agree on definitions. STATES ALSO differ on attendance data. Kaagan noted that California claims its average daily attendance rate is 98 percent, but California counts as present anyone with a valid excused absence. The chiefs' program would rank the states on a scale of 1 to 99, with a mean score of 50. Each state would be scored on its educational outcomes, policies and practices, and contextual factors. The report suggested that states use questions from a common test bank, possibly as part of the existing, federally financed National Assessment of Educational Progress which Florida, Ten- nessee, Virginia, Wyoming and New York already take part in. I I Hurricane nears Fla., gov. declares emergency MIAMI (AP) - People flocked out of the vulnerable Florida Keys yesterday and Gov. Bob Graham declared a state of emergency in South Florida as Hurricane Kate churned across tiny Bahamian islan- ds. Boaters gathering to escape winter in the North were told to head for safe inland harbors, and residents of mobile homes and beachfront con- dominiums were urged to find more- secure shelter. "CERTAINLY we ought to be worried," said Neil Frank, director of the National Hurricane Center. "This isn't the big awesome kind of storm we see in September, but it's a very respectable hurricane." At 5 p.m. EST, Kate's highest sustained winds of 100 mph were cen- tered near latitude 22.0 north and longitude 76.0 west, in the southeastern Bahamas and about 375 miles southeast of Miami, in what local weather veterans call ."Hurricane Alley." The eye was being carried west at 15 to 20 mph. Five to 10 inches of rain was expec- ted along its path, and tides 4 to 7 feet above normal were predicted for the area where it makes landfall, the ad- visory said. BY LATE afternoon, Kate appeared to be edging northward and hurricane warnings were posted for all of southern Florida, from Jupiter Inlet, north of Palm Beach, southward through the Keys to the Dry Tortugas and northward along the Gulf Coast to Fort Myers, Frank said. The Bahamas also issued hurricane warnings. Graham declared the state of emergency for Palm Beach, Broward, Dade, Lee, Collier, and Monroe counties.
