He said, however, that he doub- ts his students will actually build bom- bs. "I could stand in front of a class and tell you how to construct an automobile," he said as an example. "You could understand how to build an automobile, but you would have to find the parts" and have the technical skill. AIR FORCE Lt. Col. Don Brownlee, a Defense Department spokesman in Washington, said his agency had no comment on the course. He said department officials hadn't seen a course outline or discussed the course with Morrison. Morrison, 47, said even if a person taking his class mastered the technical knowledge, construction of a nuclear bomb would still remain dif- ficult. He said supplies of plutonium are closely guarded, and without plutonium a bomb won't work. Morrison, who earned a doctorate in nuclear physics at Yale University, said he volunteered to develop the course after university ad- ministrators cited a need to teach the public more about the nuclear arms race. "The arms race is becoming progressively more dangerous," he said. "Scientists must start to inform the public so we can get a discussion going." "Progressive" magazine published a blueprint for an atom bomb in 1979 based on the research of Norwalk resident John Aristotle Phillip, who was then a student at Princeton University. Morrison said Phillip's article was very technical, and his course won't be that involved. The professor said it was the technical aspects of Phillip's article that raised concerns of defense officials. The course will be a three-credit course, with classes beginning Jan. 20. It will be open to students and the public at the private college based in West Haven. Students blast ed. school cuts By ERIC MATTSON Two School of Education students yesterday told the Board of Regents, that recent budget cuts have crippled the school and that students aren't getting what they pay for. During the regents' public commen- ts session, Laurie Miller, an eduation school junior, said she decided to enroll in the school because she was dissatisfied with the education she had gotten in junior high and high school, and wanted to help improve the grade school system. But now, she said, the reallocation of funds from the School of Education to high priority areas has severely curtailed the quality of the school. "WE'RE NOT getting the experien- ce, and our needs are not being met," Miller said. Miller said other students have told her that they plan to go into teaching, but she encouragestthem to get their teaching certificates elsewhere. "My initial response is, 'Don't go here ... you're not going to get your money's worth,' " she said. "I don't feel this school is preparing me for this profession at all," she said. THE SCHOOL of Education was one of three units whose budgets were slashed when administrators decided to reallocate $20 million within the University over a five-year period. The education school lost 40 percent of its funds, and it has been trying to rebuild ever since. Miller said the University ignored its responsibility to serve the people of the state because the public expects the University to train people to become teachers. "In the long run," she said, "I think we end up cheating ourselves." TOM MARX, another student in the School of Education, said the Univer- sity has "no more important fun- ction" than teaching teachers. Miller and Marx were supported by a petition signed by about 80 percent of education school students. Also at yesterday's public commen- ts session, two student leaders urged the regents to declare Martin Luther King Jr.'s birthday a University holiday and excuse students, faculty," and staff from going to work or class. Lawrence Norris, chairman of the minority affairs committee for the Michigan Student assembly, and John Gibson, an official of the black Law Students Association, said Jan. 20 should be set aside to commemorate King's work. Norris said King's birthday, which will be a national holiday starting next year, must avoid the "crude commercialization" of other holidays.
