There, experts on Africa's economic and political development agreed that the U.S. sends monetary aid to the continent more for political and humanitarian reasons that out of concern for Africa's economic impact on the country. THEIR comments were part of a two-day conference on America's role in African development. The United States receivesa 6 per- cent of Africa's total exports and makes up only 3 percent of that coun- try's total imports. And two-thirds of these U.S. exports are concentrated in South Africa and Nigeria, according to Berg. HOWEVER, ZHE SAID THE U.S. has humanitarian interests. "We have the responsibility to fend off famine anywhere on this planet," he said. "Faster economic growth probably means more stable politics," he said, "in the case of political and social inequality, there will probably be flashpoints of big power conflicts, which is never in the interests of the U.S. or the Soviet Union." He said an increase in U.S. military aid, which means less money for agricultural and other economic aid, has been a problem. Since 1978, military aid to African nations has risen from $150 million to $335 million. HERSCHELLE - Challenor, a political science professor at Brooklyn College,. agreed that political concerns are the main reason for U.S. aid to Africa. "The U.S. took very few steps in aiding (Africa's) decolonization (in the '50s), out of fear of alienating Europe." Since then, America's main concern in Africa is as "a piece of property to keep away from the Soviet Union," she said. She said the U.S. gives Israel $23 billion in aid, while it gives African nations $13 million in aid. Anthropology Prof. Elliot Skinner of Columbia University said the U.S. may have a "mindset" against giving Africa aid, because its sympathies traditionally lie with England. Many African nations were once colonies of the United Kingdom. Niara Sudarkasa, the University's assistant to the vice president for academic affairs, opened the sym- posium by reading a letter from Sen. Edward Kennedy (D-Mass.). The senator's brother, John Kennedy, in- troduced the idea of a peace corps 25 years ago yesterday on the steps of the Union. Bush would not say whether he has decided to make a bid for the presidency in 1988, but in a speech at the Briarwood Hilton last night he- called the Fund for America's Future "my political lifeblood." EVEN IF he opts not to run for the presidency, Bush said his fund will help Republicans get elected. "What I see as a priority is to keep control of the U.S. Senate," Bush told the crowd of about 200. "We've got a big job to do in '86," he said after the speech. "I'm the last of those mentioned to run in '88 to start a PAC - Kemp has one, Dole has one - and (ours) is going to be a good one." POTENTIAL candidates are organizing early in Michigan because the state's 1986 precinct delegate elec- tions next May could have a significant impact on the makeup of its delegation to the 1988 Republican National Convention. "1988 looms uo in the spring of '86 in the state of Michigan," Bush said. Because Michigan's is the earliest caucus in the nation, the vice president believes forming the steering committee now will help protect him if he decides to run in 1988. University Political Science Prof. Raymond Tantner said yesterday that -he was asked to join the steerin panel, aothough his name was not'on' the initial list of members. He said he accepted the offer. Carl Edelman, chairman of Colleg% Republicans, was also appointed to, the committee.
