A CONFERENCE ON
THEREAGAN ADMINIS TRATIN
and
THE FIRST AMENDMENT
NEWGOVERNMENT CONTROLS ON SPEECH, INFORMATION, AND ASSOCIATION
The Conference participants will discuss many of the controversial policies which the Reagan Administration contends are
necessary to prevent information leaks and protect national security. Among the policies to be discussed are:
1. The "pre-publication clearance" requirement, which would subject government officials with access
to classified information to lifetime censorship and randomly adninistered lie detector tests;
2. The barring of the press from Grenada during the early days of the invasion;
3. The denial of visas to foreigners invited to speak in the United States;
4. The increased authority given to the FBI and CIA for domestic surveillance;
5. New limitations on the Freedom of Information Act.
Critics charge that these actions violate the principles of Freedom of Speech and Freedom of the Press embodied in the First
Amendment, and thus undermine democracy by limiting the right of the people to know and affect what the government
is doing. They view the Reagan policies as unconstitutional, as an attempt to protect the Administration's image rather than
to safeguard national security, and as designed to conceal illegal or unpopular activities.
