Pentagon accused of muzzling witnesses

WASHINGTON (AP) - An angry
Senate committee chairman yesterday
accused the Defense Department of
covering up defense contractors' waste
and fraud by "muzzling" a
whistleblower who was ordered not to
testify about military auditing prac-
tices.
The complaint by Sen. William Roth
(R-Del.) came as his Government Af-
afirs Committee was told at a hearing
Ahat the Defense Contract Audit Agency

"He has been further advised it is not
necessary to clear his statements in
advance with any Air Force officials as
long as he informs the committee that
the views he expresses are his own and
not the official views of the Air Force,"
Orr said.
"MR. FITZGERALD'S decision not
to appear was is own," Orr said. Fit-
zgerald told reporters he initially
thought he had received Air Force ap-
proval for the statement he and other
Air Force officials had prepared for
Roth's hearing.
But late Wednesday, Fitzgerald said,
he was told he could not represent the
statement as Air Force policy. He said
he did not know who made that

decision. He said he did not have time to
draft alternate testimony.
Roth released an Air Force
memorandum, signed by Robert Sands,
chief of the contract pricing and finan-
cial office, which objected to Fit-
zgerald's prepared testimony.

ference on Capitol Hill that the decision
not to testify was his. That confirmed a
statement by Air Force Secretary Ver-
ne Orr denying that Fitzgerald had
been ordered not to testify.

is free to appear at any time before

"guys," Almquist explained.
ASIDE from cooking breakfast for
fraternity members and an occasional
wake-up call, Wildcat taught a few
'ihembers to hunt and sometimes he

chaperoned parties, Almquist said.
But fraternity members' favorite
memories are of Wall's singing. Mem-
bers would "butter him up" to perform
and several years ago Wall recorded an
album entitled "Wildcat's Greatest
Hits," said Almquist, an LSA junior.
In 1975 Phi Gamma Delta members

initiated Wall into the fraternity,
making him an official brother. And at
a 1981 alumni party members gave
Wall a Quartz watch and named the
house library after him.
In 1967, when the fraternity house at
707 Oxford was being built, Wall
traveled across the nation to raise

money for the construction. "He raised
several thousand dollars alone,"
Almquist said.
In 1974 the fraternity established an
award in honor of Wildcat.
A memorial service for Wall will be
held Sunday at 2 p.m. 9t the fraternity.
