Because many black professors have not been at the University long enough to receive tenure, their jobs are the most vulnerable when cuts are made, says Sudarkasa. And losing black professors would be especially disturbing because faculty, members do a majority of the minority student recruiting at the University, she says. THE CONCERNS minorities raise about the review process have thrust administrators into a dilemma. As the budget cutting process, esp- ecially in the School of Education, becomes tangled with University af- firmative action goals, administrators say they are being forced to choose between campus diversity and academic excellence. "You don't make a decision to cut a school based on how many woman and black students are in those schools," says Billy Frye, the University's vice president for academic affairs and provost, and architect of the five-year budget cutting plan. "IT IS inappropriate to put academic considerations second to those of affir- mative action," says Frye. Frye and other administrators say the University has been and will con- tinue to be committed to increasing minority enrollment, even if cuts force that enrollment down. Professor Mary Ann Swain, former chairwoman of the University's top budget committee, says the Budget Priorities Committee was "very aware" of minority concerns when it recommended the budget cuts. THE COMMITTEE is "supportive" and "sympathetic" of minorities, she says. "Minority concerns are taken very seriously." Problems minorities currently experience at the University "may or may not be exacerbated by the review process," she says. "I see no reason why cuts in the budget will alter the University's com- mitment to minority issues and concer- ns at either the student or faculty and staff level," she says. Virginia Nordby, director of the University Office of Affirmative Action does not see "any problems" with the input minorities are given in the review process. "MINORITY students and faculty have had every opportunity to have in- put into the process," she says. In addition, Nordby says she meets with the executive officers to make sure affirmative action goals are not overlooked. Every committee that reviewed schools for cuts considered affirmative action goals, although there is no specific mechanism in the process to assure the goals are kept under con- sideration, Nordby said. DESPITE THEIR fears, minorities at the University do not see the budget cutting process as all bad. "It depends where the University's priorities are," says education professor Jackson. "If their first priority is to develop new ways to recoup revenues, then there is no way any other priority is going to get in the way. The people who perhaps innocen- tly pay for it are women and minorities." "One has to believe that their interest lies with what is best for the total University," he says. "Many schools and colleges think that what has been done thus far is in the best interests of the whole." As a result of the reduction plan, Jackson adds, he would like to see a wiser University. A University more aware of the problems in a budget- tutting process, and the implications of that process on the student and faculty community. Other black professors say the review process has the potential to actually strengthen many minority services on campus. Carrying out effective reviews of LSA's academic counseling programs, the Opportunity Program, and the Trotter House might reduce administrative overlap and make them better programs, many minority leaders say. But they make these concessions with caution. After a huge class strike by students in 1970, the University set a goal of 10 percent black enrollment. Many black leaders have taken that goal as a promise, and a hope. To many, today's 5.2 percent black enrollent represents a broken promise, and unfulfilled hopes. They see the budget cutting process as one more disappointment in a long chain. "There is nothing they (ad- ministrators) can show for all of their talk," 'says Saline Hitchcock, the Michigan Student Assembly's vice president for minority affairs. "They nod it over but nothing is ever done. They made concessions (back in 1970) but they haven't lived up to their promises. What should you do?"
