Blanehard says Mich. test of new jobs plan DETROIT (UPI) - Michigan will be the testing ground for a new federal job training program, Gov. James Blan- Sard said yesterday, indicating the ogram must succeed in Michigan if it is to succeed in other states. "We not only have the state with the highest unemployment in the nation but one: that has suffered through that (unemployment) for some years," Blanchard told the 50-member Michigan Job Training Coordinating Council at its first meeting. BLANCHARD told the council, charged with implementing the federal rogram to replace the Comprehensive mployment Training Act (CETA) that the new program "will be one of the major instruments for trying to get our people back to work. "We're not alone in Michigan. We're in the middle of an industrial disaster" affecting other states, Blanchard said. "It's not just automobiles ... it's steel, glass ... housing, construction . .. in the Midwest industrial heartland. "IF WE can't make the job training *artnerships act work in Michigan - where it's needed most - then I don't know where it will work," the governor said. "If we can't work this out, I don't know where it will happen." The new job training act, unlike CETA, turns full responsibility for em- ployment training over to the states and includes administrative changes in how the federal funds are handled. So he's banned their music in favor of "patriotic and family- oriented" Wayne Newton, the king of the Las Vegas casinos. The Beach Boys and The Grass Roots, groups that have drawn hun- dreds of thousands of people in the past three years, will be replaced this year by Newton and the U. S. Army Blues Band as warmups for the traditional fireworks display on the Mall. WATT, IN an interview with theWashington Post published yester- day, said rock music has attracted the "wrong element" to the annual event that features a dazzling fireworks display. "We are trying to have an impact for wholesomeness," Watt said. "July Fourth will be atraditional ceremony for the family and for solid, clean American lives." Watt said he was moving to change the atmosphere around the festivities because of "repulsive" reports in the past two yers of "high drug use, high alcoholism, broken bottles, some in- jured people, some fights." WATT'S decision prompted outrage from rock fans, with Washington rock radio station WQRX receiving a barrage of telephone calls. "Everybody felt Watt was totally out of line because the Beach Boys, to people who are 40 and under, are all- American guys. They are the American group and people just couldn't figure out what Watt was talking about," said morning show co-host Jim Elliott. WRQX produced /the 1980 and 1981 Beach Boys concerts and last year featured the group The Grass Roots. Envelopes cast without the required information were considered invalid. According to Goldman, about 1 percent of the ballots had to be invalidated.
