Canham admitted that there is no way to keep USFL officials and scouts from attending Michigan football games, but added that the athletic department will no longer grant certain courtesies to the league. "THE NFL always wants the opinions of coaches on players," said Canham implying that this source of information will no longer be available to the tUSFL. 'And we probably won't let the USFL into practices.'' This decision stems from the New Jersey Generals' signing of under- classman tailback Herschel Walker. "Where it is a problem, is that college football supports the school's whole program - mens and womens," said Canham. "If you lose a Herschel Walker early, it hurts the program. If you lose a baseball player early, it doesn't hurt your system of support." Canham added that the Big Ten may take action against the USFL during its May meetings. "( During negotiations with the USFL ) Walker's attorney kept saying anti-trust prevented the league from enforcing its own rules (of not signing undergraduatesr," Johnson said. "The anti-trust laws -prevent restraint on trade. Specter's bill says if the leagues want to create such rules and enforce to many different areas of college athletics. "IF PASSED, it would be a very big help," he said. "Herschel Walker is just a symbol." Johnson said Specter was concerned about the welfare of young athletes who choose not to complete a college degree. "Senator Specter is concerned with the promotion and cpmpletion of academic careers," Johnson said. "The bill was begun to promote athletes to finish their academic careers."
