It warned that the truck contained "1,000 pounds of TNT that can be detonated four different ways on automatic." For much of the day, police had said an accomplice was inside a large van which purportedly contained the ex- plosives and was driven to the door of the monument. A legend painted on the van said: "No. 1 Priority. Ban Nuclear Weapons." NOT LONG before the van began to move down the slope, from the monument toward Constitution Avenue, Shugart had said "we an- ticipate we will be here for many long hours before this event is terminated." No deadlines have been set," Shugart said. "We anticipate that we will be here all night. We anticipate that th negotiations will go very slowly." The man, dressed in a blue jumpsuit and wearing a motorcycle helmet that concealed his face, had paced around the van, holding the .radio control device.
