The English Composition Board, which became firmly established in 1979, is the University's watchdog for writing competence. It administers the writing assessment test for incoming freshmen and transfer students, and determines where they will be placed in writing courses. The board also initiated the junior-senior writing policy, which requires that each LSA. student, and some from other schools, be judged competent writers in their field. ECB STAFF members also train teaching assistants, hold writing workshops, and teach tutorial classes. The report of the review committee on ECB was handed in last Friday: Mathematics Prof. Eugene Krause, chairman of the panel, said with the "shakeup" of the board, the report "may be out of date before it sees the light of day." But there are no plans to set up a new review of the board now, according to Eric Rabkin, LSA associate dean for long range planning, who has been supervising the reviews. EVEN A bigger question might be if Milliken would choose to act at all on a tax hike with only three weeks left in his term. In the interview Milliken said the state cannot "as a matter of sound public policy continue on this road of drastic cuts as we've had to do in the past." He said the state does face a deficit "simply because the economy has not recovered. . . but what the form of the new revenue will be or whether the recovery will have taken hold in time to avoid the need for new revenue - those are decisions Blanchard and the new Legislature will have to make." State Senate leaders are fighting along with Blanchard to try to erase the deficit before lawmakers recess for the holidays. But some appear to favor more cuts rather than a tax increase. "We are fairly confident that the economy isn't picking up, and that there is a deficit," said Senate Fiscal Agency spokesman Gary Olson. "The longer you wait, the deeper you have to cut." "We're fully anticipating those funds will be released," added engineering Associate Dean Charles Vest. But state Sen. Gary Owen (D- Ypsilanti) said yesterday he is not as optimistic as University officials. He said that all of the projects in question face possible cuts, adding that the final decision might not come for several months. Until the money is released, Kennedy said he was making an arrangement with the state, under which planning and architectural work will begin im- mediately. Initial funds for planning will be provided by the University, which will be reimbursed by the state after the money becomes available. THE NEW building will connect the existing Lay and Brown labs. It will be the only new state-funded building in the final phase of the engineering college's move to North Campus. The remainder of the move involves renovation of existing facilities andO construction with private funds. The decision to locate the college on North Campus was originally made in 1952, and 10 buildings were constructed between 1953 and 1973, when the state legislature authorized a study of what would be needed to complete the move.
