The deadlock rejected a move by Rep. Joseph P. Addabbo, (D-N.Y.), to cut $988 million for the first five of an eventual 10 of the nation's first new strategic missiles in two decades. The committee went on to approve an overall defense spending bill of $231.6 billion. IN BRAZIL, President Reagan called it "a vote for a stronger, more secure America." But he said: "We're not jumping up and down and claiming a victory, because we know it's going to be a very tough battle on the floor" of the House, possibly next week. Reagan personally led an intensive lobbying campaign by the ad- ministration this week to turn aside the challenge to the MX, making telephone calls to members who were believed undecided. The committee did approve an ams endment by Rep. Ralph Regula, 4R- Ohio), that would forbid the Air Force to spend any of the production funds or $60 million of the research money until March 15. IN AN impassioned tone, Addabbo said serious questions remained about the workability of Reagan's plan- to deploy the missiles in a "dense pack" arrangement of closely spaced un- derground silos near Cheyenne, Wyo. "This was a full-blown effort by the White House and the Pentagon," Ad- dabbo said. "If they could go through the budget like they, went through Congress, we'd have a good defense bill.'' The bill's $231.6 billion total is $26.4 billion larger than the amount con; tained in the defense appropriation measure Congress enacted last year. The 9-2 vote by the House Public Works investigations subcommittee came after Gorsuch invoked executive privilege in withholding the documents dealing with EPA's toxic waste cleanup program. THE SUBcommittee had subpoenaed an estimated 787,000 items to examine how EPA manages the $1.6 billion "superfund" program to clean up abandoned chemical dump sites. Gorsuch, appearing before the panel in response to the subpoena, said the "vast majority" of documents would be duplicated and shipped to the subcom- mittee, though it will cost EPA at least $145,000 and could take six months. Recipients of the Ufer Scholarship award must show achievements in ex- tracurricular activities, involvement in sports and the fraternity. "It's awar- ded to a current member of the frater-: nity based on characteristics that most exemplify my fathers interest and en- thusiasm in the University and the fraternity," said David Ufer. "A com- bination of athletics and academics," he said. Carosso has been involved in the Univerity Activity Center and has played a number of sports. The scholarship fund was initiated by the Phi Delta Theta Alumni Association last year shortly after Ufer passed away. "Bliss Bowman, (chairman of the Alumni Association) a very close friend of my father, suggested it to the family a year ago and we'thought it was a very nice gesture,"Ufer said. "Being the oldest one on the board I get the honor of awarding it," Bowman said. The fraternity house nominated three; candidates for the scholarship and then, were interviewed before the Alumni board. "A persuasive quality of high standard was the deciding factor," Citren said. Grasshof said he hopes the fund will increase in future years and possibly pay for a seniors tuition expenses.
