Moody said what has surprised some people, especially "kingmakers" who appoint superintendents, is not the fact that the school districts being run by black superintendents are surviving, but that some are actually turning around. THIS YEAR'S conference focused on the impact black teachers can have on the quality of education, Moody said. Blacks have already gained a foothold on the way they view their educations and in the role they play int he educational process, he said. Moody, who said he would like to see the association reach its more than one million person membership potential, thinks black education has a way to go before becoming equal with white education, "There have been some gains, but to fully understand them, (the gains) have to be taken in a historical context," he said, explaining that any improvemen- ts came about because things couldn't get worse. "People who make decisions believe that enough has already been done, when in fact it's only been to scratch the surface."
