Because Ann Arbor has decided to discontinue its program, some city officials fear a reprisal from the federal government - in the form of a cut-off crisis relief funds. BUT COUNCIL looked at actions of towns (Boulder, Colo. and Cambridge, Mass.) which have killed their relocation plans without a cut-off of funds, and went ahead. Still, no one really knows whether the government will keep the money coming. Smith insists Ann Arbor is in jeopardy of losing those funds. Any other city that cancels its plans runs the same risk, she said. Despite all the opposition, there is some support for the civil defense plans. "Based on a 72-hour crisis build- up period, the plan is viable," Smith said. This means the plans rest on the assumption that the actual. attacks would follow a period of deteriorating relations, allowing U.S. planners enough warning time to evacuate cities. Ann Arbor Police Sgt. Harold Tinsey also expressed support for the plan. "Based on the premise that we're reac- ting to a similar situation (to the one they've planned for), the plan is adequate as is, evacuating in two or three phases of 12 hours each," he said. For now, the plan remains the same. No changes in crisis relocation are being considered until the summer, when the city will go through another round of budget battling, Ezekiel said. Then the issue is bound to erupt again, with more debate over whether cities can really "prepare" for a nuclear disaster, and if so, how. Lewis-Stone said that her experience made her feel death would not be so bad, and that it made her more serious about life. It gave her "kind of a resolve to do some things." That resolve, she said, is still with her. According to Greyson, such a reac- tion is not uncommon. In fact, he said, most people experience great changes in personality after a near-death ex- perience. "People generally seem to be less materialistic and involved with power," he 'said. "(They have a) greater sense of purpose in their lives and a greater sense of spirituality." THESE CHANGES and the psycholo- gical traits that may cause the experi- ences are Greyson's main interests in his studies. If he can find out why people change after the experiences, he says, psychiatrists will be more able to help others change. This point is particularly clear with potential suicide victims, according to Greyson, who has researched exten- sively such cases. Most potential suicide victims never consider killing themselves after they've had a near- death experience, he says, because "life becomes more meaningful, and suicide is out of the question." Many researchers are looking for a biological explanation for near-death experiences. "We don't have a good ex- planation right now," Greyson says. "Many of the biological explanations that we tested came out just plain wrong." ONE THEORY is that a chemical released just before death causes the intense feeling of calm and the painless, timeless state. But it is difficult to measure the chemicals, Greyson said, so it is almost impossible to prove they are related to near-death experiences. Partly because of the difficulty in pinpointing their causes, some skep- ticism surrounds the existence of near- death experiences. The doubt is com- pounded, according to both Greyson and Lewis-Stone, because many groups-especially religious organizations-have sensationalized the phenomenon to prove the theory of life after death. Lewis-Stone said the skepticism held her back from talking about her ex- perience until she read books like Life After Life, by Dr. Raymond Moody. "When I started reading, it finally dawned on me that my experience was not crazy," she said. The research committee members say that wording is too vague and con- fusing. They would like to revise the rule to prohibit research "the primary purpose of which is to improve or ex- tend the capacity to destroy human life." Engineering Prof. Thomas Senior, a member of the committee, insisted the current guidelines are "really too vague to base the whole University research policy on." He said the changes do not significantly alter the substance of the rules, only the clarity. BUT ROGER Kerson, who is investi- gating campus military research for the Michigan Student Assembly, disagrees. "Some people at the University are trying to weaken this policy," he. said yesterday. "They're saying anything could be used for weapons sometimes." By replacing "any specific purpose" Committee, agreed that the proposed revision would give the University "a little more flexibility" in deciding what research can be done. He also insisted the policy had to be written more clearly. The research committee members would like to set up a special panel to review non-classified research to make sure that it meets the guidelines. Such a panel, Ringler said, would see "thousands of (research) proposals a year, and they don't have hours to debate the nuance of this word or that word." RINGLER said the "primary pur- pose" substitution would give research reviewers a chance to weigh the value of a research project and approve it if it potential benefits outweighed its negative uses. "Almost any research in computers, engineering, or medicine could be used to harm people," he said, and the University would not want to ban all of it.
