The panel said scrutiny Ahould be un- dertaken by a broad range of par- ticipants - not only from Congress and the Executive Branch but also from scientific and academic sources, in- dustrial and commercial groups, lawyers, religious leaders and mem- bers of the general public. In connection with work currently underway, some guidelines have been worked out, but ethical quesitons ahve not been addressed, Capron said. FOR EXAMPLE, the Recombinant DNA Advisory Committee at the Ntional Institutes of Health has issued guidelines for government-sponsored laboratory research with gene-splicing and private researchers have agreed to adhere to these standards, Capron said. When asked by subcommittee chair- man Rep. Albert Gore (D-Tenn.), whether a "new government body" was necessary, Capron said yes, but said his panel had not defined its specific responsibilities or the form it should take. The panel report pointed out that the genetic engineering techniques may be a tool for manipulating nature, but also challenge deeply held feelings about the meaning of being human. "But as a product of human in-: vestigation and ingenuity, the new knowledge is a celebration of human creativity ands freedom, and the new. powers ar'e a reminder of human obligations to act responsibly," the commission said. Cuts loom or counseling (Continued from Page 1) "but no goal (for this review) has been established as a dollar amount to be saved." THE REVIEW was to see if streamlining is "desirable," as much as to see if it is "possible," Sauve said. One of the review committee mem- bers, Director of Counseling Services Harold Korn, said the purpose of the review is not to slash budgets if the ser- vices would be seriously damaged. "The intent is not to damage the counseling at all," he said. "The intent is to look at what we have. ..and to see if any economies are available." WHILE SOME counseling officials, especially those involved in minority counseling, have advocated a more centralized approach to counseling, Sauve and the initial committee's membes doubted the review would recommend more centralization of ser- vices. "While there might be some shifts, we are not likely to find ourselves swinging to where everything is cen- tralized or where everything is decen- tralized," said committee member Prof. Gerald Marsden, director for academic programs at the Institute for Human Adjustment. The counseling review, unlike almost any other review that has been doneMat the University, was split into two parts because of the number and complexity of counseling sevices on campus. The fact that the committee is reviewing some 40 units at one time instead of the unit-by-unit, approach administrators usually take also' persuaded ad- ministrators to split the review into two phases, some committee members said. "To really study counseling,' ydu have to study all the different kinds Of counseling in different places of the University," said Deborah Orr May,a} committee member and director, of Career Planning and Placement. "So you have to understand the com- plexity of the beast you are dealing: with. The first part of the review was needed only to collect information because of the enormity of that task, said Sauve. The task of collecting the data was further compounded because the University knew so little about its own counseling services, Sauve said. "The first group was given a man- date to collect the data," he said. "That' has been a huge mandate, we've neei before known where we were with counseling."
