' LANSING (UPI) - Senate Democrats, looking forward to Democrat James Blanchard as gover- nor, voted narrowly yesterday to routinely dump all appointments Republican Gov. William Milliken makes until he leaves office next mon- th. The 8-7 vote came in a Democratic caucus held on the Legislature's first day back in session since the election. The action was supported as a means of allowing Gov.-elect Blanchard maximum control over appointed positions when he takes office. THE MEASURE approved in the meeting calls on Milliken to withdraw, all appointments awaiting confirmation by the Democrat-controlled Senate or face automatic rejection of the nominations. It applies to all appoin- tments the outgoing governor makes between now and the Dec. 31 end of his term. About 75 vacancies in state jobs, boards and commissions will open bet- ween now and the end of the year. The resolution, however, is not bin- ding on the 24 Democrats serving in the Senate. Senate Democratic Leader William Faust of Westland, who op- posed it, said he intends to enforce the wishes of the majority of his caucus. MILLIKEN, at a news conference, said he would continue to make appoin- tments as usual and stressed not all Senate Democrats had approved the measure. "I would remind everyone that I am still the governor of Michigan right up until the last hour," he said, "I have a constitutional responsibility as gover- nor." Blanchard, now vacationing, will meet with Milliken today and was not believed to be aware of the Senate ac- tion. "WE OUGHT to take the position that it's the right of the new governor to name those people," said Sen. Jack Fa- xon. (D-Detroit), who added that the staggered terms on most state boards means it will take up to four years to replace Milliken appointees with Blan- chard choices. A majority of the Senate must vote to reject an appointment. If no vote is taken, the person is automatically con- firmed. Of the appointments pending, most are minor positions on a variety of low- level boards and commissions. Shuttle liftoff planned d espite helium leak CAPE CANAVERAL, Fla. (AP) - Columbia's four-man crew, largest ever' to assemble for space flight, began final preparations yesterday after NASA decided .to ignore a "creeping" helium leak and launch a less-than-perfect shuttle Thursday morning. Countdown was going smoothly for Columbia's first commercial venture after four test flights. Top space agen- cy officials gave their go-ahead for lif- toff at 7:19 a.m. EST; the weather forecast was favorable. THE CREWMEN did acrobatic flying over Kennedy Space Center, then met with launch officials for a detailed up- date on the countdown. They went to bed at dusk, to be awakened shortly after 3 a.m. EST today. One of their first tasks today was a pre-dawn visit to the ship that will carry them on a five-day, 184-mile high, flight. After monitoring the ship's faulty back-up helium regulator, engineers said the leak was slower than expected and NASA officials elected to bend mission rules and launch regardless. "WE ARE compromising by saying the leak rate is acceptable for flight," said countdown director Stanley Gross, NASA's rules say the shuttle won't be launched with a faulty back-up system. Helium is used to pressurize fuel lines and Gross said the leak would go away in flight. The decision to ignore the leak avoids a weeks-long delay. A quick fix would not have been possible and the shuttle, mated to its fuel tank and two solid rocket boosters, would have been taken back into its assembly hangar. On-time launch is particularily im- portant to the National Aeronautics and Space Administration since the agen- cy's shuttle is carrying its first com- mercial payloads - two nearly iden- tical communications satellites that will be released from the cargo bay and rocketed 22,300 miles into space. NASA IS receiving about $11 million each from their customers - Satellite Business Systems of McLean, Va., and Telesat Canada, Inc. The agency isn't making money on the flight, however. The cost of flying the shuttle on its 5-day mission is about $150 million. The two communications firms are the first in a long line of customers who have signed on for shut- tle launch services. The launch "window" - the time during which the vehicle can be launched - is only 33 minutes, much shorter than usual. The need to be at a precise point at a precise time for the satellite laun- ches is one of the new constraints. The four astronauts who will ride Columbia on its fifth leap into space flew to Cape Canayeral from their training base in Houston. Vance Brand and Robert Overmyer, the shuttle's commander and pilot, flew together in one plane; William Lenoir and Joe Allen, who will handle the satellite launches and take a spacewalk, were aboard the other.
