(AP) - Democratic businessman Frank Lautenberg, making his first bid for elected office, defeated four-term Republican congresswoman Millicent Fenwick yesterday in their race for U.S. Senate. With 5,273 of 5,687 precincts repor- ting, or 93 percent, Lautenberg held a 52 percent to 48 percent edge over his nationally known rival. The Democrat had 1,024,679 votes to Fenwick's 952,280. FENWICK, the 72-year-old whose patrician manners have been parodied in the comic strip Doonesbury, began the campaign. a heavy favorite. As recently as mid-September, polls showed her leading by almost 20 per- centage points, but in more recent polls her margin slipped drastically. "I think we must admit my opponent won the election," she told her suppor- ters gathered in her hometown of Ber- nardsville. "The people have spoken. It's been a wonderful battle and we lost." Lautenberg told a crowd gathered at his headquarters in Parsippany that "For many people in this state, this vic- tory is an expression of hope. An AP-NBC exit poll of New Jersey voters showed that only 37 percent gave President Reagan's economic policies good or excellent rating. 1fenwick had supported those policies. "I THINK it's a combination of the situation of the unemployed, which is so painful, and money," Fenwick said of the results. "You don't spend that much money on the airwaves without it having some effect." Lautenberg, the millionaire chair, man chairman of Automatic Dat4 Processing Inc., spent $1.9 million irk the Democratic primary and $2. million in the general election, a tota nearly $2 million higher than Fenwick's expenditures. Rep. Paul Trible Jr., in defeating Lt. Gov. Richard Davis, was gaining 52 percent of the Virginia vote to succeed retiring Sen. Harry Byrd, an indepen- dent who had voted for Reagan programs but for Democratic control of the chamber. REPUBLICAN Senate seats also were in jeopardy in New Jersey-where Rep. Millicent Fenwick trailed Democratic businessman Frank Lautenberg-as well as Missouri and Minnesota. There were only sparse returns from the latter states. Voters also chose legislators in 46 states, and settled ballot questions in- cluding nuclear freeze propositions in nine states, and major cities across the nation. The freeze won by a two-to-one margain in the District of Columbia and was carrying well in seyeral New England states. There were Senate elections in 33 states. Winning re-election, as expected were Democratic Sens. Edward Ken- nedy of Massachusetts, Howard Met- zenbaum of Ohio, James Sasser of Ten- nessee, Robert Byrd of West Virginia, Paul Sarbanes of Maryland, Edward Zorinsky of Nebraska, John Stennis of Mississippi, William Proxmire of Wisconsin, Donald Riegle of Michigan, George Mitchell of Maine, Lloyd Ben- tsen of Texas, Daniel Patrick - Moynihan of New York and Lawton Chiles of Florida. Republicans re- elected were Sens. William Roth of Delaware, Richard Lugar of Indiana, and John Heinz of Pennsylvania. AND SEN. Lowell Weicker, the maverick Republican from Connec- ticut, won his race against Rep. Toby Moffett. In the Senate, Democrats needed a net gain of five seats to topple Repub- Wallace ... governor again returns in the other House contests. It takes 218 seats to claim majority. THIRTY-SIX states elected gover- nors. Former Alabama Gov. George Wallace won a comeback fourth termy for the office he left 10 years ago. Democrat Richard Celeste, a former lieutenant governor, took over what had been a Republican State House in Ohio. Democratic Gov. Hugh Gallen of New Hampshire was trailing Republican John Sununu, a college professor, 51 percent to 47 percent. Elsewhere, though, the races for governor were going the Democrats' way, they won in 11 states that curren- tly have Democratic governors, and led in seven where the governors now are Republicans.
