Brezhnev urges buildup to
counter 'U.S. adverturism'

(Continued from Page 1)
HINTING THAT the Red Army may
be having problems matching U.S. ar-
ms technology and maintaining
morale, Brezhnev said Kremlin leaders
are sure "that the tasks facing our ar-
med forces will be resolved.,"
Despite economic problems,
Brezhnev said, the Soviet "people spare
nothing to keep them, the armed
forces, always up to the mark. We equip
them with the most advanced weapons
and military hardware."
"The Soviet army should be up to the
mark in all respects: equipment, struc-
ture and methods of training,"
Brezhnev told the audience of generals
and party leaders. "And you, comrades
are responsible for that."
"COMPETITION in military
technology has sharply intensified, of-

ten acquiring a fendamentally new
character. Lag in this competition is
inadmissible," he said.
- Soviet "scientists, designers,
engineers and technicians" will
develop the needed hardware, he said,
urging military leaders to intensify
"their party and political work to
educate the personnel."
"The time now is such that the level
of combat radiness of the army and
navy should be even higher," he said.,
"It is necessary to perfect combat
readiness in a constant and extremely
responsible way, proceeding from the
growing requirements. Then no cir-
cumstance will take us unawares."
Brezhnev applauded Ustinov as a
"loyal son of the Leninist party" and
hinted at defense industry,
reorganization.

The paint job, which was funded by
