(Parental discretion is advised)' Tougher drunk driving laws passed in Senate LANSING (UPI)-Three bills making it easier to convict drunk drivers and placing heavier sanctions on their licenses won final legislative approval yesterday. , Final adoption came on unanimous votes in the Senate, only about an hour after the House passed the bills. The Senate accepted House amendments to the bills which it had passed earlier this year, thus sending them to Gov. William Milliken's desk. "THIS PACKAGE of bills takes a dramatic step forward," said Rep. Debbie Stabenow (D-Lansing). "We have at least 25 major improvements made in these bills." The legislation's primary change from current law is in license sanctions. The penalties range from a 90-day suspension for driving while "im- paired," with a restricted license available for getting to work or school, up to a five-year revocation, with no restricted license allowed. As approved by the House Judiciary Committee, the bills had also established a .15 percent blood alcohol level as conclusive proof that a person is guilty of drunk driving. Known as the "per se" level, that meant prosecutors did not have to prove a person was in- capable of driving with that amount of alcohol. THE FULL House, however, lowered that level to .10 percent and also made several other changes which include drugs in the bill's language and expand the circumstances under which blook tests could be taken and used in eviden- ce following accidents. The bills also allow police to use a preliminary roadside breath test as a way to increase the certainty of making arrests hold up in court. Backers of the change predict drunk driving arrests could increase two or three times because of the new test. "THERE'S NO question that agreeing to the wording of the forms, printing them, and getting them to the distribution points is going to require a very tight schedule if we want ot have them on the streets by Jan. 1," Grotrian said. Stronger warnings came from Butts and Associate Director of Financial Aid Jerry Augsburger, both of whom said it would be "almost impossible" to get the forms out on time now. "The delays have completely screwed up the system," Augsburger said. "They're already behind to the point that even if they should set the funding levels tomorrow, it would still be impossible for themto do everything necessary to get the forms out by Jan. 1." Congress Sept. 10 overrrode a presidential veto on a bill that provides for a $217 million supplement to the BEOG'and SEOG programs. The bill now provides for a maximum Pell Grant award of $1,800, up from the for- mer maximum of $1,674. "My guess is they have been enor- mously impressed with what we have here, (more so) than what they've seen elsewhere," he said. The committee has been going to great lengths to acquaint themselves with the school, Bayliss said. "What they knew about the art school (when they started) you could stuff into a thimble," he said. BAYLISS SAID he believes the feed- back the committee has received from outside sources have been extremely positive. "I think you would be cheered if you read excerpts from the letters," he said. "It's not surprising, but it's reassuring." Art student Andrew Keenan, who represents the school at the Michigan Student Assembly, also spoke at the meeting, encouraging students to get involved with MSA activities connected with the reviews. He said part of those activities will be a protest at the Oct. 21 Regents meeting. Deenan stressed the importance of the student involvement in the Univer- sity's entire budget redirection, not just the review of the art school. "I think if one (school) goes down, another will," he said. "Everyone has to stick together throughout this whole thing.
