The proposal still has to be approved by both state houses and the governor, Shapiro said. Vice President for State Relations Richard Kennedy said that the proposal before the legislature will give Univer- sity coffers five percent more money this year than it received from the stae last year. THAT FIVE percent, however, would only be enough to cover the $8 million slashed from the University's battered state aid this month, leaving budget planners with roughly the same amount of money as last year. It is a tight spot for administrators considering they estimate a $16 million increase in the cost of running the University next year - hence the 15 percent tuition increase this year. "It (no increase in state aid) is a serious disappointment and a serious loss in the spending power of the University," Shapiro said. AND TO ADD to University concerns, Shapiro said administrators are not let- ting their hopes get too high over the fact that they are not getting a cut in next year's state aid. "In past years," he said, "the state has not been able to fund its commit- tments." "They give us less money and they don't pay us on time so the (University's) budgets are always under strain," pointed out Regent Deane Baker (R-Ann Arbor). Despite concerns, Shapiro was con- fident enough to say administrators would "see if (they) cannot rearrange the salary program to'afford some kind of program for staff, at least at some level." He said, however, he was "not cer- tain (the University) can handle it." Due in a great part to a large tuition increase this year, the University was able to seal its accounting books for the last fiscal year, which ended in July, without a deficit, reported Chief Finan- cial Officer James Brinkerhoff. WHILE THE University did finish under budget, it was a close call in its main money resource, the general fund, where there was only a margin of $525,000 between financial security and deficit spending in a budget of nearly $300 million. Regent Varner, in response to recent Daily article about University invest- ments, requested that the Regents be provided a list of other institutions with a committee that examines the ethical consequences of investments. Regent Baker, however, protested that the idea of a committee had already been examined and dismissed by the Regents and the Daily article was not enough to make them recon- sider. Shapiro said the information would be provided to the Regents.
