She said her only fear is that the plan would make the financial security of some academic programs dependent on the success of Michigan sports, and that. this would only contribute to the incen- tive to place too high a priority on college athletics. ONE PROBLEM with the tax idea, Shapiro points out, i hat Big Ten rules require that all gate'receipts from spor- ts events be shared by both the visiting and the home teams. 'Therefore, he said, 25 cents of the 50-cent tax on each ticket would be taken home by the visiting school. Canham is naturally protective of the financial independence of his program. Canham's is the only college athletic department in the country to be com- pletely independent and to have a separate corporate status. It has been 100 percent self-supporting for well more than 50 years. AND THAT independence has served the athletic department well. The department's budget always balances and, on occasion, actually shows a sur- plus. This year's budget soared to $10.5 million, up from $8 million the year before. Much of that profit came from increased revenue from televised games and a generally good schedule, playing many of the better teams at home where the gate profits are larger, Canham said. Some people criticize the depar- tment's surplus, and claim that Canh- am often tries to keep building repair and expansion projects going all the time to soak up whatever money the department has left after the bills are paid. A major project this year is the construction of a new 50-meter swim- ming pool. But Canham insists people too often overestimate the wealth of his depar- tment. He said he expects the depar- tment will not make nearly as much money next year because the football team's schedule is much weaker and many of the gate receipts will be smaller. FURTHER, Canham completely rejects the argument that Michigan should follow the example set by other large universities, like Ohio State University, where athletic departments have made grants of close to $200,000 to university academic programs. Said Canham: "I'll be glad to give them (the University) $200,000, if they'll pay some of my utility bills. We give more than that through the recreation buildings. "It doesn't matter what other schools do. They (their athletic departments) are not self-supporting." Though University administrators are not enthusiastic about the idea, there is one plan they might consider as a last resort. This plan would involve borrowing money from the University's Auxilliary Activity Fund, the budget where the athletic department revenues are pooled.
