TENDLER SAID he was surprised when Larson announced at about 10:30 p.m. that the audience would have to leave the club as quickly as possible. "I couldn't believe they would take the risk of inciting a riot," he said. "All it would have took was for a kid to throw a bottle at a cop and that would have been it." The students in the crowd, many sporting shaved heads and dyed hair, lingered outside the Statehouse for more than a half an hour after it was closed, chanting anti-police slogans and bemoaning the cancelation. "THIS IS THE first rock-and-roll band in town for two months and we can't even get in," lamented one University student who asked not to be identified. At one point, the crowd sang "You are My Sunshine" to protest the police requests that they leave. The Gun Club, headliner of the con- cert, arrived at about 11 p.m., only to find the performance canceled. "This happens all the time in L.A. but I didn't expect it here," commented bass player Rob Ritter. "Cops suck everywhere," he said. "I'm glad to see the youth element - young listeners with young promoters," said guitarist Rick Ward. "But it's unfortunate that they (promoters) don't get their licen- ses. They don't take a very realistic at- titude." THE GROUP, whose first album, Fire of Love, received considerable critical acclaim, still has two weeks to go on a nationwide tour. The New York Rocker magazine recently featured the band in a cover story, and the Gun Club's brand of punk blues was also favorably reviewed by the New Musical Express. Would-be concert-goers were told by police Friday that they would not receive refunds on their tickets. Yesterday Tendler said refunds are available to people with proof of pur- chase at Make Waves record store on South State Street. Police issued citations to Tendler and house technician Doug Anderson for "operating a place of public assembly without a permit." Court hearings are scheduled for March 19. Castaneda, who said the Mexicans suggested the meeting with Haig, also described the conference as useful. "President Reagan's intention is to explore every avenue that could lead to a successful and appropriate peaceful iresolution to the situation in Central America ... and that includes exploring the Mexican initiative in depth," Haig told a news conference after the talks. Haig appeared not to rule out the possibility of talks with the leftist, leaders of Cuba and Nicaragua, which the Mexicans are advocating. "The way and how communications will be conducted are matters which are best left without a lot of public hoopla," he said. The three-part Mexican peace proposal calls for a negotiated set- tlement of the Salvadoran guerrilla war, a nonaggression pact between the United States and Nicaragua, and talks between the United States and Cuba to ease tensions.
