(UPI)-A prison inmate who held two nurses hostage for 12 hours freed them yesterday after authorities promised he could voice his complains about prison conditions on television. Neither nurse was harmed. NURSES NELDA CUSHMAN and Gloria Wynott said they were scared but never thought inmate David Wayne would carry through a threat to kill them if his demands weren't carried out. Wayne, using a homemade knife, captured a guard in the prison hospital and took the two nurses captive. Six other in- mate patients were in the hospital at the time. He barricaded the steel door with a refrigerator, chairs and tables to ham- per guards if they tried to rush in. Then he threatened to kill the hostages if any rescue at- tempt was made. At one point, Wayne placed Cushman on a bed with two razor-sharp scalpels suspended by a rope above her eyes. She was in that position about 10 minutes while Wayne released the guard. NEGOTIATIONS'CONTINUED on and off through the night. At one point Wayne called off the talks in order to eat a hamburger. At dawn the inrnate agreed to surrender. Cushman broke down and cried when she talked to repor- ters about the ordeal. Both nurses said they thought Wayne serving 20 years for attempted murder, was capable * killing them. They said he did not seem close to carrying out the threat during the night, although he showed occasional flashes of anger at prison officials. Prison officials said they would allow Wayne to be inter- viewed on television to voice his complaints about prison: conditions. ---- Federal judge upholds Detroit census ruling* DETROIT (UPI)-A federal judge rejected a government bid yesterday to set aside a landmark order to revise the U.S. census, and chided the Census Bureau for failing to comply with his order to outline an adjustment procedure. U.S. District Judge Horace Gilmore gave the Census Bureau two weeks to draft a specific plan to adjust official population figures to include those missed bx census-takers-particularly blacks and Hispanics. Washington' I or set aside his adjustment ruling because improved census methods will provide a more accurate 1980 head- count with "essentially no measurable undercount." He also rejected a government argument the ruling should be set asidi because the Census Bureau has deter- mined there is no'"statistically defen- sible" way to guage the undercount or adjust for it. Gilmore ruled Sept..25 raw ;census figures are not as accurate as they could be and cannot be used to appor- tion U.S. House seats or distribute federal aid unless adjusted to include the undercount. "It is the duty of the Census Bureau to expend its full, best-faith effort to com- ply with the court's order," Gilmore said.
