"We want the hostages to be freed before the presidential election in the United States next Tuesday," Khalkali was quoted as saying. When he arrived in Rochester, N.Y., for a cam- paign stop, President Carter was asked what his un- derstanding of Khalkali's statement was. "I think it would be better for me not to comment until I see the exact statement on it," he said. KHALKHALI SAID, "We know that the war with Iran will be long. Many will die if the United States doesn't give us the weapons we have already bought. We need the reserve parts now." "We want to free the hostages before the election," Khalkhali told Swedish Radio reporter Agneta Ramger. Many of the moderate members of the parliament surrounding President Abolhassan Bani-Sadr also want to free the hostages before the election, Khalkhali told the radio. It is not that all or a majority of them want to help President Carter win, but rather they think freeing the Americans would be in Iran's best interests, the judge said. KHALKHALI SAID details of the four condiitons set by Ayatollah Khomeini for the hostages' release would also reflect a moderate stance on Iran's par* and would be easily acceptable to the United States. But when asked if new conditions had been added, Deputy Hussein Hasshemian said, "yes but, we will make them public later." Iran claimed 100 Iraqis were killed in fierce ground and air attacks including bombing of large refineries near Bagh- dad and Basra. Iraq denied Iranian reports of heavy damage at the Bagh- dad refinery. IRAQ, CONCEDING the loss of the two planes, said they went down during an attack "at Iranian military bases in Kilan and Ahvaz inflicting damages and casualties." Baghdad also reported it shot down one of Iran's U.S.-made Phantom jets. Tehran admitted that one of its fighter planes was hit and crashed and that the pilot was missing. Iranian and Iraqi leaders exchanged defiant charges and claims. Iranian Prime Minister Mohammed Ali Rajai said his country would never sign a peace treaty with Iraq even "if this war lasts 10 years," and Iraq said it could put an end to the Iranian regime of the Ayatollah Khomeini. AT THE UNITED Nations, the Security Council debated the war for 70 minutes, but took no action. All eight speakers urged cautious examination of the causes for the conflict before the council acts. Bitter fighting raged for the third consecutive day at a bridge southeast of the Iranian oil port of Khorramshahr and around Abadan, both sides said. The Iraqis are trying to cross the span and attack the northern fringe of Abadan 10 miles south. An Iranian communique said Iraqi artillery a few miles east of Abadan shelled the city and its giant oil refinery, one of the world's largest, which was still burning after weeks of fighting. The communique said Iran's troops attacked Iraqi positions from the. east, and Iraq said its warplanes struck Iranian positions south of Abadan. Iraq claimed Iranian aircraft raided civilian targets in Iraq but fled from an- ti-aircraft fire. Khomeini had said Tuesday that Iran would not attack Iraqi civilians. Tehran Radio reported a mass breakout by 1,500 prisoners held in Iraq, including some Iranian prisoners of war. But most of the escapees were from Iraq, Kuwait and Syria, the radio said without elaborating. Bond set for avowed racist t/ From AP and UPI TAMPA, Fla.-A federal magistrate set bond at $1 million yesterday for Joseph Paul Franklin, an avowed racist charged in the slayings of two blacks in Utah and wanted for questioning in a. string of race-related shootings, in- cluding the wounding of civil rights leader Vernon Jordan. U.S. Magistrate Paul Game set a hearing for next Wednesday to deter- mine whether the 30-year-old Mobile, Ala., native will be sent to Salt Lake City to face charges that he violated the civil rights of two blacks who were shot to death with a rifle as they jogged in a park last summer. In asking for the high bond, U.S. At- torney Gary Betz ticked off a list of other crimes that authorities want to question Franklin about, including the wounding of National Urban League president Jordan, the slayings of blacks in four other cities, the alleged defrauding of a Utah hotel, bank rob- beries in Tennessee and Georgia and use of fraudulent identification to ob- tain a firearm in Kentucky. Franklin denied any involvement in the attacks on Jordan and the two men in Salt Lake City. "IT WAS ALL trumped up because of my white racist views," Franklin told reporters who crowded around him, "They needed someone to pin it on," he said. "I'm totally innocent." Asked if he was a racist, Franklin replied, "Oh, definitely. I'm against racial mixing and communism." Betz said there also is an escape warrant for Franklin from police in Florence, Ky. He added that Franklin is a drifter who hasn't held a job for three years and has used 12 aliases, wigs and other disguises to avoid authorities.
