Carter From The Associated Press Ronald Reagan called Jimmy Carter incompetent and termed his political tactics reprehensible yesterday, while arter hooted at the Republican's secret plan" for gaining release of the hostages in Iran and accused the GOP of spreading "horse manure" before the election. Independent candidate John Ander- son, meanwhile, said the two major party candidates ought to be em- barrassed that he was not invited to debate with them next week. "I GREW UP on a farm and I know ou need boots for things besides stom- scoffs a ping Republicans," Carter told an audience in Waco, Texas. "Republicans have a habit of spreading a lot of horse manure around right before an election, and lately, as you also know, it's been getting pretty deep all over this country." Carter ridiculed what he termed Reagan's secret plan for release of the hostages. "MR. REAGAN announced he has a secret plan to get the hostages back," the president said. He reminded them that Richard Nixon-"one of the great Republican presidents"-proposed a secret plan to end the Vietnam War r Reagan during the 1968 presidential campaign. "Here it is 12 years later and we still don't know what Mr. Nixon's secret plan was," Carter said. "How many of1 you Texans . . . believe that Ronald Reagan has a secret plan to get theI hostages back?" The partisan crowd responded by hooting. IN MARCH 1968, Nixon said the war "can be ended" with his election as president. A few days later, he told reporters he would resist pressure to detail his plans because no prospective president should "give away any of his bargaining positions in advance." In Shreveport, La., Reagan said he is not going to comment on the hostage situation any more "because it is so ob- vious how they (the Democrats) tried to make a political issue of this." He added: "with 52 human beings at stake, I'm noot going to discuss it. I'm not going to touch on it at all. I'm going to keep on talking about his record, which I think is the issue of this cam- paign. TALKING WITH reporters later, Reagan said "it is apparent that his s hosta whole campaign effort has been one of personal attacks, trying to make the issue of his campaign, me, rather than his record of failures. "I'm going to talk about his record of failures," Reagan added. "But to suggest that anyone wants to start a war I think is reprehensible and unthinkable." THE REFERENCE was to Carter speeches in which the president has said the choice in the election is bet- ween war and peace. He complained bitterly about being excluded from next Tuesday's debate between Carter and Reagan. "They both should be embarrassed," the Illinois congressman said, because they view debates merely as a political strategem rather an opportunity to in- form the American people about dif- ferences between candidates. "I don't know what I can do other than to speak out," said Anderson. "We will be working overtime between now and Tuesday next tothink if there is not some more dramatic way to make the point.
