U.S. WARNED SOVIETS NOT TO INTERVENE

WASHINGTON (UPI)-U.S. officials said yester-
day the United States made clear to the Soviets that
any Kremlin interference in Poland would have more
serious ramifications for Russia than the invasion of
Afghanistan.
Officials said members of the Carter ad-
ministration held several meetings with ranking
Soviets to discourage any incursions into Poland
during the recent strikes.
AT THE SAME time, the officials said, American
leaders assured the Russians the United States would
stay out of the fracas.
A high administration official told United Press In-
ternational the administration does not think the
Soviets ever came close to intervening in
Poland-but he did not credit the restraint directly
to U.S. efforts.-
"They recognized that the shift in thinking within
Poland was so broad that it had to be recognized by

the Polish authorities and the underlying causes had
to be dealt with," the official said.
"POLAND IS NOT Afghanistan. They knew that
we wouldn't just watch it happen and the world would
have reverted to the Cold War in all its
ramifications."
Officials said Secretary of State Edmund Muskie
personally told Vladillen Vasev, the ranking Soviet
Embassy representative in Washington, that finan-
cial contributions U.S. trade unions promised their
Polish colleagues were not sanctioned by the
American government.
There were two other meetings in Moscow between
Americans and members of the Soviet foreign
ministry, officials said, but the Polish crisis was
brought up only in the course of other conversations.
STATE DEPARTMENT spokesman John Trattner
said, "During the Polish workers' strike this month

and last month, the Soviets were made aware of the
U.S. position that restraint was necessary by all out-
side parties and that the problems should be left to
the Polish authorities to solve."
The private appeals went hand-in-hand with
carefully framed publicstatements stressing that the
United States was not involved in the crisis and did
not intend to get involved.
U.S. officials said American leaders never directly
warned the Soviets to stay out of Poland, but their
statements implied that any incursions would turn
back the clock to the tense days of the Cold War.
One official said an important element in Soviet
thinking appeared to be the fact that three key
figures-Muskie, national security adviser Zbigniew
Brzezinski and Pope John Paul II-are of Polish
origin and would be especially sensitive to any Soviet
military involvement in the strike.

SANTIAGO, Chile (AP)-Chilean
voters gave overwhelming approval
yesterday to a new constitution gran-
tiog right-wing President Augusto
Pinochet and his military junta at least
eight more years of absolute power.
The election was held on the seventh
anniversary of the bloody coup in which
Gen. Pinochet ousted the elected
overnment of Marxist President
Walvador Allende, who died during the
fight for the presidential palace.
ELIGIBLE CHILEANS, who faced
punishment of up to three months in jail
if they did not cast ballots, could vote
only "yes" or "no" on the proposed
constitution.
With about 23 per cent of an
estimated 6.75 million ballots counted,
the vote was 1.13 million, or 71 per cent,
in favor of the constitution and 430,000,
or 27 per cent, against.
Even before the first results were an-
nounced, the 64-year-old gray-haired
Pinochet proclaimed victory. "Chile
has won. The country has faced
Marxism from within and without. This
is a triumph for the people of Chile," he
told reporters in a surprise visit to the
vote-counting center in the Diego Por-
tales government guilding.
tHOUSANDS OF CHILEANS

cheered and caravans of horn-honking
cars wheeled through downtown San-
tiago. Radio and television stations had
urged the people to turn out to
congratulate Pinochet and the armed
forces junta.

children. I think it is appropriate to

Chileans had lined up at schools,
military bases and public offices to cast
their ballots.
The voting was peaceful as soldiers
with automatic rifles stood by at polling
places.
There had been little doubt the
referendum would pass, and Pinochet
had not even said what he would do if it
lost.
HIS OPPONENTS HOPED there
would be enough "no" votes to show
substantial opposition movement.
There were street demonstrations in
Santiago and other cities this week and
at least 100 people were arrested.
"There is a lot of order and
tranquility," Pinochet said as he left

government headquarters to vote. "I
don't want to make predictions," he
said when asked what result he expec-
ted.
UNDER THE PROPOSAL, Pinochet
would continue his military regime un-
til 1989, when the ruling junta would
propose the name of the next president.
Free presidential elections would take
place in 1997.
Former President Eduardo Frei, who
has been active in renewing the
political oposition here, has called the
plebiscite a farce, saying it is "science
fiction" to vote on a constitution that
would go into effect so far in the future.
Manuel Bustos, a union leader ac-
cused by the government of being pro-
Marxist, said he would vote against the
constitution "to show my repudiation of
Pinochet's dictatorial government."
