Here are some of the major unity plans of the last 22 years: * In 1958, Egypt and Syria merged into the United Arab Republic, which collapsed in 1961 after Egypt tried to force the socialist ideal on the Syrian economy. * ALSO IN 1958, the Jordanian and the Iraqi monarchies, both ruled by mem- bers of the ashemite family, instituted a federal union to counter Egyptian- Syrian unity. The federation collapsed when the Iraqi monarchy was over- thrown in a bloody coup that year. " In 1972 Libya, Egypt, Syria, and Sudan formed a Federation of Arab Republics. Sudan dropped out shortly afterwards because of internal political problems and the federation effectively dissolved after the 1973 Mideast War. " Libya and Tunisia signed a unity pact in 1974, but it was repudiated by Tunisia within months. * IN 1971 SEVEN southern Arabian sheikdoms-Abu Dhabi, Dubai, Shar- jah, Aajman, Ras al Khaima, Um al Quwain, and Fujaira-confederated in the United Arab Emirates. The new state has survived at least three disagreements between Abu Dhabi and Dubai over budget sharing and armed forces command. * In 1977 and 1979, pro-Western North Yemen and Marxist South Yemen signed unity plans but the plans yielded no concrete results. * Egypt and Sudan signed an economic integration plan and, despite differen- ces over the peace drive between Egypt and Israel, the Sudanese have retained several joint projects with the Egyp- tians. * In 1979, Syria and Iraq signed a merger pact, but the two countries have singe been locked in a war of words with each accusing the other of mounting subversion attacks. MOVE ASSAILED B Y SADA T: Libya and From the Associated Press Prime Minister Menachem Begin said yesterday Israel would not accept a Camp David-style summit in Washington as a substitute for resum- ption of talks on Palestinian autonomy. But at a meeting in Egypt, President Anwar Sadat and Foreign Minister Yit- zhak Shamir of Israel apparently made some progress on repairing the rift that has developed between the two coun- tries. In an action aimed at both Israel and Egypt, Syria and Libya yesterday proclaimed a merger of the 'two Arab states and vowed to confront Israel, "liberate Palestine" and oppose the American-sponsored Mideast peace moves that resulted in an Israel-Egypt peace pact. PRESIDENT RAFEZ ASSAD and Libyan leader Col. Moammar Khadafy proclaimed the merger in a joint com- munique broadcast by Damascus and Tripoli radios after two days of talks in Tripoli. Egypt, the largest Arab country, bore the brunt of the fighting in four Arab- Israeli wars. Syria fought in three of the wars, but Libya has not directly par- ticipated in fighting against Israel. For Assad, whose nation is plagued by violent opposition from Moslem fun- damentalist groups, the merger would enhance his role as a Pan-Arab leader. For Khadafy, it advances his ideal of Arab unity. The communique did not name the new state and did not say who would be president or where the seat of gover- -jnent' would be. It said a "revolutionary congress" would Passume legislative powers.
