W. Mark Felt and Edward Miller ac- ted "not with criminal intent, but in the belief that they had grants of authority reaching to the highest levels of gover- nment," Reagan said in a written statement. "AMERICA WAS generous to those who refused to serve their country in the Vietnam War,",the president said. "We can be no less generous to two men who acted on high principle to bring an end to the terrorism, that was threatening our nation." Fred Fielding, the president's coun- sel, said the decision to look into the case came on Reagan's own initiative. Fielding said Reagan signed the pardon March 26, but "events overtook it" and delayed public announcement. Reagan was shot in an assassination attempt March 30. Brian Gettings, a lawyer for Felt, said the pardon erases the stigma of conviction. "IT'S A vindication," he said. "They belived at every single moment that they were acting in the best interests of the country and they were doing nothing wrong. It has been recognized by no less than the president of the United States. It means everything to them." Gettings said he had not requested the pardon, but was generally aware it was being considered. He located Felt in his doctor's office to tell him. Felt's response was: "I don't think I need to see the doctor." Later, Felt declared, "I am ex- tremely grateful, just more grateful than I can possibly say, and I thank him- (Reagan)." Miller also expressed gratitude. "My first thought when I got the call was the I certainly owe the Gipper," he said, referring to Reagan's film portrayal of onetime Notre Dame football star George Gipp. Felt and Miller were appealing their U.S. District Court convictions of- violating the civil rights of friends and relatives of members of the Weather Underground, a radical anti-war group. After their conviction last December, U.S. District Judge William Bryant fined Felt $5,000 and Miller $3,500. "We do not know who killed the children. I know today none of the cases are solved. Today we do not have sufficient evidence to indict anyone." TWIBELL MADE his remarks after. defending FBI Director William Web- ster's statement Monday that three or four of the 23 Atlanta slayings were "substantially solved," although no prosecutions were imminent. Twibell, who claims to have first- hand knowledge of the investigation, said Webster was correct, and hinted his boss would release more infor- mation on the matter later. The FBI in Washington said, however, it planned no immediate releases on the Atlanta situation, and the FBI in Atlanta would not comment on Twibell's comment. Twibell told, the Macon civic club meeting that "there's no great crime wave sweeping Atlanta." He said despite the many disappearances, "about the same numnber were missing in '78. The only difference," he said, "is now the bodies are being recovered." BROWN SAID the remarks were "unprofessional, uncalled for and won't be tolerated. "If I find anyone who works for me who gives out information that jeopar- dizes our investigation I will publicly denounce him and fire him and see to it that he never gets another job in law en- forcement," Brown said. Atlanta police, meanwhile, said they were in contact with Fort Lauderdale, Fla., authorities about a man stopped for questioning because he "looked a little bit like a composite" drawing of a man seen with the latest victim before the youth dropped from sight.
