Bouncers sprayed with gas; couple arrested Ann Arbor Police arrested a man and a woman yesterday morning after the ,woman allegedly sprayed tear gas at three Second Chance bouncers who were attempting to escort the couple out of the bar. The two patrons were questioned and then released by police pending further investigation, according to Police Sgt. ,Harold Tinsey. AT ABOUT 1 A.M. yesterday, the bouncers tried to escort the couple out of the bar after they allegedly had become unruly. The woman then ap- parently reached for a canister of tear .gas she was carrying and sprayed the 0 bouncers. The bouncers held the couple until police arrived. In other developments, the woman who police said drowned in the Huron River Tuesday was identified Wed- nesday by her roommate as 30-year-old Lynn Byl of 1020 Island Drive, Ann Ar- bor. Byl was pulled from the river Tuesday after she entered it from her riverside home, Tinsey said. Police still have not determined whether the death was a suicide or an accident. Homicide has been ruled out, Tinsey said. -David Spak Proposed Amtrak rate hike rejected WASHINGTON (UPI)-Transpor- tation Secretary Drew Lewis yesterday assured a congressional panel he will not follow budget office recommen- dations to substantially increase Am- trak fares. "It is unfair to indicate this budget has been jammed down our throats by OMB (the Office of Management and, Budget)," Lewis told the House tran- sportation subcommittee. "WE DON'T PLAN to follow OMB's program on how to run Amtrak," he said, emphasizing operational recoin- *mendations will continue to come from experts in Amtrak and the Federal Railroad Administration. However, Lewis warned that the passenger rail corporation will face substantial cutbacks of routes deemed inefficient. Lewis discussed Amtrak's immediate future during the subcommittee's hearings on the passenger rail cor- poration and other rail systems in the O'Northeast. _"1THE OMB HAS called for Amtrak fares to cover 80 percent of its costs by 1985 and that fares on short-distance trains be doubled. But Lewis said his department is only considering fare in- creases "of 13 to 20 percent." The subcommittee chairman, Rep. James Florio (D-N.J.) opened the hearing with a warning that the cuts proposed by budget director David Stockman "would force the collapse of commuter and intercity rail systems in the Northeast on which millions of people depend." Lewis said the warning was "not valid." He did say some routes will be eliminated, specifically naming two between Washington and Cincinnati that Amtrak itself already has recom- mended be dropped. "It would be cheaper if we bought all the passengers airline tickets, gave *them the tickets, and eliminated the train," he said of those routes. Amtrak's proposed budget also would cut service to three times weekly bet- ween Chicago and San Antonio. In an' interview before the hearings, Florio called the Stockman-proposed cuts "naive," and said it would spell the death of Amtrak except for corridor service between Boston and Washington, Los Angeles and San Diego, and perhaps one or two routes in the Chicago area. At the hearing, Lewis strongly backed the budget office's proposed $310 million cutback in the Washington- Boston corridor rail improvement project, to be accomplished mainly by abandoning plans for 120-mph trains and for electrification of the line bet- ween New Haven, Conn., and Boston.
