At a local Republican press conferen- ce, Belcher maintained that the state action violates a provision of the HeAdlee amendment to the state con- stifution. BELCHER TERMED as "unfair" Gov. William Milliken's veto of the $3 million program which has to date reimbursed 50 communities for fire service to state-owned buildings, in- *iding 14 colleges and universities. Ann Arbor 'stands to lose at least $441,000 by elimination of the program. The veto caught local officials off giard, Belcher said, because the program was reinstated at last year's funding level in the legislature's ver- sion of the $10 billion state budget sent to Milliken for approval late last month. BELCHER, WHO has previously threatened to sue the state for Headlee *iolations, said he had earlier dismissed the possibility of court action upon discovering the program had been included in the legislative draft. "I have commitments 'from other cities and we will proceed with the suit as soon as we can get this thing organized," he said. Belcher criticized state ad- ministrators for failing to carry out cer- tain provisions included in the Headlee amendment which was approved by voters in 1978. Under one provision the state is obligated to pay localities for those provisions enacted by the state which place a bind on local gover- nment. Belcher maintains that a state law barring the University from providing its own fire protection forces the city to protect the campus. BUT AT LEAST one state official disagreed with Belcher's interpretation of the amendment. "The Headlee in- sures that the state appropriate a fixed percentage of its budget to local units of -government," said Robert Berg, a spokesman from the Governor's office. "It doesn't require that any particular program must be continued." Belcher said the city would continue to pay for campus fire service at the expenseof other city projects.
