REFEREB4GI - Tisck suit against Sh 'U', Milliken pending iba ' From Staff and UPI reports LANSING - Robert Tisch is charging in a revised campaign law complaint that University President Harold Shapiro, Gov. William Milliken, and several other college officials used public funds to fight against his tax-cut proposal. The complaint, filed with Secretary of State Richard Austin, claims Milliken, Shapiro, the Unversity Regents, and the governing boards and presidents of Wayne State University, Michigan State University, Central Michigan University, and Eastern Michigan University violated the state's finance reporting laws in their use of public funds and facilities. TISCH MADE a similar allegation in a suit filed against Milliken and the college officials last October. He failed in a bid for a restraining or- der against them, but the suit still is pending and a hearing is scheduled Feb. 19 before Ingham County Circuit Judge Ray Hotchkiss. The Shiawassee County drain com- missioner claims the University, Milliken, and the other colleges used time and facilities in an all-out cam- paign to defeat his Tisch Tax Cut Amendment last Novemeber. University officials maintain all money used was from non-restricted gift funds and therefore does not violate any state laws.
