WASHINGTON (AP) - A children's
advocacy group is calling on the i
coming Reagan administration to focus
on the plight of black children in
response to a study which indicates
black youngsters are twice as likely as
white children to suffer poverty, poor
health, unemployment, and inadequate
schooling.
Marian Wright Edelman, president of
the Children's Defense Fund, released
the study recently.
"IT IS more humane and cost effec
tive to deal with and prevent the'
problems of black children before the
occur or become serious and require
expensive solutions," she said in a
statement accompanying the study.
The analysis found that black
children are twice as likely as white
children to have one parent unem-
ployed and three times as likely to have
neither parent employed.
AMONG OTHER things, it found:
- The unemployment rate for black
youths is 21/2 times that of white youth
x s - and a black high school graduate has a
greater chance of being out of work
than a white grade school dropout.
* The per capita income for black
families, whether one or both parents
were present, was about half that of
white families. Black children in two-
parent families are nearly three times
hoop t as likely as white children in two parent
-^^families to live below the poverty line.
The median income for a black husband
was $9,035 compared with $13,482 fo
white husbands.
- A black child is nearly twice as
likely as a white child to grow up in a
- - family whose head did not complete
- -high school. A white child is four times
.:. :.o. .as likely as a black child to grow up in a
' ? ;1,.>::". ' :;-family headed by a college graduate.
- Black elementary and seondary
school children are placed in programs
for the mentally retarded at more than
triple the rate for white children.
1 For every two black students who
graduate from high school, one drops
out. For every four white students who
graduate, one drops out.
- Although black children suffer more
- health problems before birth, during
childhood and during adolescence, they
receive fewer health services.
- At nearly every stage of pregnancy,
-::..:-_twice as many black as white women
don't get prenatal care despite its im-
- - ^- portance in influencing infant mor-
tality and health. Non-white childrer
-' - C have an infant mortality rate nearly
- .twice that of white children. Non-white
children and teen-agers die from
illnesses at rates at least 25 percent
higher than those for white children and
-, -teen-agers. Non-white children are
twice as likely as white children to have
no regular source of medical care.
- Black children are more likely than
white children to be both arrested and
YE7Ja ..u arvictimized by crime. Black children ar4
arrested at almost seven times the rate
of white children for the most serious
violent crimes and more than twice as
often as whites for serious property
crimes.
