"We do consider the Iranian response to be positive and we have already begun to take some actions which would facilitate an agreement if and when the hostages are released," Powell said at a late afternoon news briefing. "It is certainly everyone's hope that there will be that agreement but it is not a certainty and there is no way to know until we hear from them," Powell said. "I'm not playing with words with you when I say we don't have an agreement with them. We do not."
