During his speech, which followed the annual "State of the City" address at Weber's Inn, Milliken urged Ann Arbor business executives gathered at the breakfast to apply pressure to the state legislature to approve the governor's plan. Milliken's program apparently has been stalled in the state capitol. "Unless we-the legislature and Ihave taken steps between now and Christmas to deal with the problem (of the tats ailing economy) this session will be a failure," Milliken said, adding that the voters will then be able "to pin the (blame where it belongs-on the legislature and the governor." THE STATE'S econo'my is in the wor- st shape since the Great Depression of the 1930s, Milliken said, but the state government can take action to help business rebuild the economy. The goal of the governor's package, Milliken ex- plained, is to "make it easier for business to operate." The economy of the state, Milliken pointed out, is directed by both con- trollable and uncontrollable forces. The governor cannot deter the damaging ef- fects of federal aid cutbacks and high interest rates upon the economy, but Lansing can help counter those effects with positive measures designed to promote industrial stimulation of the economy, he said. Among the steps the state gdvernment can take are those such as business deregulation, single- business taxation, and economic diver- sification, which are outlined in his recovery program, Milliken said. "We are reaching the crisis stage," Milliken warned, and it is up to the legislature to solve the problem by passing his economic package. State Rep. Perry Bullard (D-Ann Arbor), who listened to the governor's speech, said Milliken was attempting to pressure legislators by speaking at local Chambers of Commerce across "the state.
