The Legal Services Corporation would be denied the federal funding on which it relies to fight divorce, abor- tion, and homosexual rights cases in court. Public agencies that provide con- traceptives or abortion counseling to minors would lose federal assistance unless the agency notified the parents of the minor. At the same time, unconditional educational block grants totalling $4.5 billion would be made available to state governments that comply with the provisions of the act. FAMILIES WITH children in private school would be allowed to set aside $2,500 per child per year tax-free to pay for the child's education. Tax breaks also would be provided for adoption, childbirth, and the care of elderly relatives. And married couples would be able to claim the same cost of living deductions that single persons now en- joy. The act would make it unlawful for any educational institution receiving federal funds to prohibit the community from making decisions concerning religious education. It would also be unlawful for those institutions to require teachers to pay union dues or fees as a condition of employment. It would also be unlawful for these in- stitutions to spend federal funds for educational material that does not "contribute to the American way of life as it has been historically understood." States would no longer have to require teacher certification, school at- tendance, or the integration of the sexes in school activities.
