The Michigan Daily--Thursday, September 24, 1981-Page 5 Olympic head: Keep politics out of games BADEN-BADEN, West Germany (UPI)- Juan Antonio Samaranch, President of the International Olympic Commit- tee, opened the 11th Olympic Congress yesterday with a war- ning that the Olympic movement would die unless sports organizations remained independent of government inter- ference. Samaranch told delegates that contacts with many inter- national, governmental and other organizations had in- creased considerably. The IOC, international federations and national olympic committees were now regularly invited by UNESeO to its meetings, as well as to those of sports ministers. "I am particularly pleased to see that at each of our meetings, these organizations officially acknowledge our complete and necessary independence," he said. ACKNOWLEDGING that in the majority of cases athletes, clubs, federations and NOCs had to reckon with their gover- nments in order to live, the IOC President said it was therefore vital they should maintain the best relations with them. "But at the same time," he warned, "it is no less vital that each government should respect the independence and the most complete autonomy of the national sports organizations. We are completely in favor of a free and fair cooperation, but without any subordination. This could, in fact, spell the end of the Olympic movement." The Olympic movement had come through a difficult period, he said in an apparent reference to the U.S.-led boycott of the 1980 Moscow Olympics. "The Olympic movement, during the last few years, has survived storms and tempests which would have capsized any other ship," Samaranch said. "It has, however, come out stronger from its latest and undoubtedly most dangerous test to which it has ever been put. But the hostile forces and the different interests that have tried without success to damage it or to seize the helm are still there." Russia gives Cuba record arms aid WASHINGTON (UPI)- The Soviet Union has supplied Cuba with more military equipment during the first nine months of 1981 than it has in any single year since the Cuban missile crisis in 1962, official sources said yesterday. Deliveries of war materiel since 1975 have been designed to "upgrade and expand Cuba's armed forces" to a point beyond the legitimate defensive needs of the Caribbean island nation, said the sources, who requested anonymity. :THE PURPOSE for the buildup in Cuba, which has caused alarm in ,Washington, is not clearcut and is thought by the sources to be either for stockpiling for Cuban forces or for shipment to revolutionary governments -elsewhere in Latin America or both. The United States has charged Cuba with supplying leftist guerrillas in El Salvador. The Soviets shipped about 50,000 tons of military equipment to Cuba since the beginning oif the year, about equaling the amount sent to the country during all of 1962-the year Moscow bowed to U.S. demands to keep missiles off Cuban soil, the sources said. By comparison, only about 20,000 tons of war materiel was shipped to Cuba during all of 1980, the sources said. A previous high, they said, was about 41,000 torts sent to the Cubans during one year in the mid-1960s.
