The Forest Hills Cemetery at Geddes and Observatory Strests had asked Council to change the city's zoning code t. allow construciton of the crematorium. But council voted unanimously against any changes. THE PROPOSED crematorium had drawn criticism from. neighbors of the cemetery who feared a crematorium would emit an odor and who objected tok the facility on aesthetic grounds. In other action last night, city council: " heard that inflaton and a greater-than-expected number of retirements by city employees were contributing to a shortfall in the pension fund for city employees-a problem that could mean a hike in property taxes; and, * resolved to apply for a grant from the federal Department of Energy to upport a study on whether the city could find a user to a customer to buy shredded trash for the city's landfill for use as solid fuel Council heard a presentation on the city's pension fund from two trustees of the fund and a consultant who said the fund would experience a deficit of about half a million dollars more than expected. In addition to inflation and increased retirements, the trustees and a consultant attributed the shortfall to overly liberal benefits to retirees in their first years of retirement and too meager payments as time progressed. Revisions in" the investment strategy for the fund were also a factor. City Administrator Terry Sprinkel cautiously suggested that a tax hike might be the only solution to the pension fund's problems. "I do not believe the [m plans current (city) budget proposal will reflect picking up the additional $500,000. Indeed, it may be necessary to seek relief from this problem by utilizing a more realistic millage (tax) rate," he said. If the energy study results in finding a user for the shredded trash as fuel, it could remove a major obstacle to building and operating a trash shredder at the city landfill. City voters last April approved a $2.8 million bonding issue for the shredder. The cost of energy needed to operate the shredder and a smaller-than-projected savings in land, however, persuaded council to at lest postpone the shredder project.
