Spending cuts tentatively approved by the House committee yesterday in- cluded $1 billion from the strategic petroleum reserve, $30 million in deferred park acquisition and water projects, and $200 million from con- struction of veterans' hospitals. The committee was scheduled to resume work on the budget tomorrow and hoped to complete action by Friday. Both the administration and the committee are cutting from Carter's $615.8 billion January budget, which the budget panel re-estimated because of inflation to total $628.3 billion. Giaimo said the committee would fall behind schedule if it waited for Carter's budget, but he thought the president's plan would closely parallel his. Reg. $219. 19 AKRON, Ohio (UPI) - Jolting the ailing rubber industry, Firestone Tire & Rubber Co. announced yesterday it will shut down six plants and lay off 8,500 workers this year. Chairman Richard Riley made the surprise announcement in a prepared statement, saying the shutdowns, slated for completion by Nov. 1, are part of a restructuring of the com- pany's North American operations, FIRESTONE, the nation's second- largest tiremaker, will discontinue production at tire plants in Dayton and Barberton, Ohio; in Los Angeles and Salinas, Calif.; in Pottstown, Pa., and at a synthetic latex plant in Akron. Top United Rubber Workers Union executives, including URW Inter- national President Peter Bommarito and leaders of the affected local unions, gathered in Akron for an emergency closed-door meeting on the situation. "Once again, the worker is the victim of a situation beyond his control," Bommarito said, adding that he was shocked that the company would take such drastic action without first asking the union for help. The URW estimated Firestone's daily tire production will be reduced by 34.4 per cent when'the plants are closed. Bommarito said he plans to mee with local union presidents involveU :and will set up a special team to help the six locals. Under the 1979 master contract, the company was required to give the union six months notice of plant closings. The contract also gives the union the right to try to negotiate a way to save the plant. If no settlement can be reached to keep a plant open, the URW spokesma* said "other measures might be co4 sidered," including the possibility dP employee ownership. FIrestone's financial position has been hurt since last year by a gover- nment-mandated recall of the com pany's "500" radial passenger tires, af- ter government studies indicated the tire could be defective.
