However, this left open the possibility that the United States could make some carefully worded statement about U.S. support for the shah during his 37-year reign. ' President Carter has offered to establish a military and economic relationship with Iran, once the hostages are released, but there would have to be credible guarantees from the Iranians that technicians who deliver equipment would not become hostages themselves. At the United Nations, a spokesman for Secretary-General Kurt Waldheim said negotiations were at "a very delicate and sensitive stage," and that "some details of the timing and the composition of the inquiry commission will still have to be worked out." BUT, THE spokesman added, he hoped to announce the members of the commission "very soon" - perhaps as early as today. President Carter said during his televised news conference Wednesday night that Washington was ready to ac- cept an "appropriate' international commission to resolve the situation. In Tehran yesterday, 11 of the 50 members of an unofficial American group in Tehran went to the U.S, Em- bassy and met with two of the hostages. Former Georgia state legislator Clint Deveaux told The Atlanta Journal telephone, "We had a lengtt discussion with them. They were in good shape I think." He did not identify the hostages the group had seen. ADMINISTRATION officials said plans are well underway for physical care of the hostages, once they are released. The 13 captiyes freed earlier spent several days in Wiesbaden, West Germany, before flying home. One official said that even when th hostages are returned to American co trol, they will go through at least a week of decompression before returning home. Waldheim, who has been prepared to appoint a commission on short notice, expects the group to spend about two weeks in Iran and then prepare a report on its findings, informed sources said. , THE COMMISSION would be a mixed group of six to ten government representatives and private citizens known as experts in the human righ field, diplomatic sources said. In Rome, Iranian Foreign Minister Sadegh Ghotbzadeh said an inter- national commission of inquiry into the deposed shah's regime was just the "first step" before the hostages in the U.S. Embassy in Tehran could be released. Afghan soldiers reportedly have gone over to the side of Moslem rebels fighting the Soviet-backed government of Babrak Karmal, which took over in a Dec. 27 coup against Hafizullah Amin. The diplomatic reports said the Soviet armored column came under heavy rebel attack early this week in the northeastern province of Badakshan while approaching the rebel-surrounded Afghan army garrison in the provincial capital, Fa zabad. IN CAIRO, Egyptian Defense Minister Kamal Hassan Ali revealed on Wednesday that Egypt is training Afghan rebels, as the Soviets have charged, and would arm them befor sending them home to fight Russian troops. Ali told reporters in Cairo it was training Afghans, but not where or how many. "Egypt is training some of them to some extent," in a project President Anwar Sadat approved last month, he said. In Geneva the United Nations Human Rights Commission approved a Pakistan-initiated resolution calling for worldwide withdrawal of recogniti for the new Afghanistan regime. urged all U.N. member states to cut off assistance to the regime until Soviet troops left the country. IN A ROLL call vote, 27 members of the commission voted in favor, eight states voted against, and six abstained. Among those who abstained were Yugoslavia and India. Syria was the only country to vote with the East European bloc and its two allies, Cub and Ethiopia, against the resolutio Latin American and most Third World states voted with the West. Iran was one of 11 co-sponsors of the Pakistan draft. In other developments: - An Afghan observer delegate to the Geneva meeting said persons who had fled his country could "no longer be considered refugees," since they had been invited to return to their homeland after the establishment of the Karmal government. - Pakistan's foreign office said yesterday that Mukhtar Hassan, a staff correspondent of Karachi's Urdu language newspaper Jasarat had been arrested in Kabul Feb. 10.
