Kelley said the plan violates the state Constitution by improperly delegating the state Civil Service Commission's pay-setting and other powers. State Personnel Director Richard Ross said he was disappointed by the opinion but added that officials will rewrite the proposal to meet Kelley's Youth on trial fr armed robber TYLERTOWN, Miss.-The armed robbery trial of Robert Earl May Jr, who was senteniced tok 48 years in prison with no parole, drew toward a close yesterday. The defense has portrayed the black youth as mildly retarded and of good character. May was arrested for holding up a fireworks stand on IDecember 26, 1978, along with two other persons. May, who was 14 at the time of his arrest last January, pleaded guilty and was sentenced to four consecutive 12-year terms. State and national civil rights groups protested the severity of the sentence, and called for the trial. Brilab probe begins NEW ORLEANS-Federal grand jury investigations began yesterday in the government corruption inquiry known as Brilab, which deals with suspected public and labor graft. Louisiana Governor Edwin Edwards was the first to testify in the case in which an FBI agent posed as a representative of the Prudential Insurance Co. The agent allegedly bought $10,000 worth of tickets to a campaign fundraiser last November for gubernatorial hopeful Louis Lambert, who lost the Republican primary to David Treen. In the Brilab operation, FBI agents allegedly paid bribes to officials and others in Louisiana, Texas, Oklahoma, and Arkansas. The Louisiana payoffs were allegedly made to try to win a public employees' health insurance contract for the company identified as Prudential. Ohio tofightfor VWplant CLEVELAND- If Cleveland City Council President George Forbes has his way, Volkswagen of America Inc. -will not build its second U.S. assembly plant in Sterling Heights, Mich. as proposed, but rather in a Forbes said yesterday he will go to Washington today to help the Ohio congressional delegation map strategy to woo the German automaker to locate in the Cleveland suburb of Brook Park. 45 indicted in FBI porn case WASHINGTON-The Justice Departmente announced the indictment sof 45 persons yesterday following a two and one-half year FBI probe into the pornography industry. The investigation, code-named Miporn, also yielded indictments against 13 persons on film-pirating charges. Those indicted in the pornography case included some of the biggest producers and distributors of hard-core pornography in the $4 billion-a-year industry, said FBI Director William Webster. Miporn, which was started in 1977, consisted of. three phases, Webster noted. Agents established cover roles with "criminal elements" dealing in pornography, then identified and di4 business with pornography distributors, he said. Finally, agents dealt directly with major figures in the pornography industry. Defendants in the alleged pornography scheme were charged with conspiracy and interstate transportation of obscene material. One of the nation's top three reputed organized crime figures in the pornography trade, Michael "Mickey" Zaffarano of New York, dropped dead of an apparent heart attack as the agents searched for him. Justicestays ban o Medicaid abortion funding WASHINGTON-Supreme Court Justice Thurgood Marshall yesterday blocked a lower-court order that the federal government resume financing abortions for the poor under the Medicaid system, in accordance with the Hyde Amendment. On January 15, New York federal Judge John Dooling ha=bredte=oermnt from denying states funds that could be used for The Hyde Amendment barred the use of public funds for abortions for the poor, but Dooling said the amendment was unconstitutional because it infringed on a poor woman's right to liberty and her religious freedom to choose an abortion. Marshall continued the stay on funding, to be considered by the full court as early as today, when the stay will be continued or lifted.
