TOKYO (UPI) - Japanese auto
makers face mandatory import
quotas in the United States unless
they cut exports of their fuel-
efficient cars and promise to start
building them in America, United
Auto Workers president Douglas
Fraser warned yesterday.
Fraser, in Japan for a week of
meetings with auto manufacturing
executives and government of-
ficials, said 220,000 U.S. auto
workers are unemployed while the
smaller, more fuel-efficient
Japanese cars enjoy booming sales
in America.
Fraser stressed his union has
always supported free trade and
said he hopes the Japanese will
Voluntarily cut back on car shipmen-
ts and build plants in America.
BUT HE SAID that while his
discussions with government of-
ficials were encouraging, meetings
with executives of Nissan, which
manufactures Datsun, and Mit-
subishi, which is affiliated with
Chrysler, Corp., were'"unsatisfac-
tory."
"We're disappointed and we told
them so," he said. He said meetings
with leaders of Toyota were not ex-
pected to go any better.
Japanese car sales last year in the
United States hit 1.7 million. Sales of
all foreign cars totaled 2.3 million, or
22 per cent of the U.S. market.
Fraser §aid for the first 11 months of
last year, $9.1 billion worth of impor-
ted cars, buses, trucks and auto par-
ts were sold in America.
LAST MONTH Toyota ranked
ahead of Chrysler in U.S auto sales.
The union leader said
congressional- hearings beginning
within one month on Japanese auto
exports to the United States may
result in a demand for laws restric-
ting imports that would be passed by
Congress.
Fraser said the car-makes must "
cut back their auto sales in the
United States to 1977 and 1978 levels
and invest in car plants in America
to give the U.S. industry time to
complete its switch to small cars. He
said the reduction could stop by 1982.
HONDA, WHICH sells more of its
cars abroad than in Japan and is the ,
third-largest Japanese automoker,
has already announced plans to m
build a car-making plant in Ohio by
1982 that is expected to employ 2,000
workers.
Toyota and Nissan, the; top two
automakers in Japan, are under
pressure from the United States to
follow Honda's example. They say
the possibilities are being studied.
Fraser suggested Mitsubishi con-
sider a joint production venture with
Chrysler, perhaps at Chrysler's
Belvedere, Ill., plant,. to build suc-
cessor models to the Omni and
Horizon.
Meanwhile, U.S. automakers sold
21.3 per cent fewer cars in early
February than in the same-month a
year ago, with a steep dropoff by
Ford Motor Co. blamed on a leak of
news the company would offer;
rebates later this month.
Ford sales were off 42 per cent
compared with a 14.9 per cent sales
drop at General Motors. Financially
ailing Chrysler Corp. posted the
strongest performance of the Big
Three, down 11 per cent.
Industry wide, 146,947 cars were
sold in the Feb. 1-10 period. Early
February sales last year were at
near record levels, spokesmen for
the automakers said, so this year's
figures were not viewed with alarm.

MONTREAL (AP) - Next Monday's
Canadian national elections may be a
story with a moral for American
politicians: If you try to raise the price
of gasoline too high, you may end up
paying more than the consumer.
The opinion polls indicate Prime
Minister Joe Clark and his Progressive
Conservative ,(PG) government will
lose the elections to the Liberals of
Pierre Elliott Trudeau. If so, an 18-
cent-a-gallon gasoline tax hike
proposed by the Conservatives will
have been one of the chief causes of
their undoing.
IT WAS JUST nine months ago that
Clark's PC was voted into power after
16 years of Liberal rule in Canada, and
Clark, at 39, became the youngest
major head of government in the world.
But things quickly went wrong.
Backing off from campaign promises
for huge tax cuts and stimulative
economic policies, Clark last fall in-
troduced a budget of tax increases, in-
cluding the .18-cent boost on gasoline,
which would raise the pump price to
about $1.13 per gallon of regular.
The Conservatives were governing
precariously with a minority - only 136
seats in the 282-seat House of Com-
mons. The Liberals combined with
other parties to exploit the general
outrage, topple the government in a
parliamentary vote of no-confidence
Dec. 13 and set the stage for next
week's election.
CLARK INSISTS austere measures
are needed to rectify years of "free
ride" fiscal policies by the Liberals.
But Trudeau counters that the tough
budget would punish middle- and low-
income Canadians while hardly
touching the affluent.
FOR TRUDEAU, prime minister for.
11 years until last May, an election vic-
tory would be a political resurrection.
The one-time swinging bachelor
prime minister - now a gray-haired
and slowed-down 60 - announced in
November he would be retiring from
politics. But the fall of the Clark govern
nment and the scent of victory brought
him back to lead the Liberals one last
time.
The latest national Gallup Poll in-
dicates that 48 per cent of the decided=
voters support the Liberals, against 31
per cent for the Conservatives.
THE MODERATE-left Liberals ac;
tually outpolled their moderate-right
opponents by 40 to 36 per cent in last
May's balloting, but ended up with only
114 seats in Commons, 22 fewer than the
Conservatives. This happens in the.
Canadian political system because
much of the Liberal strength is. en~en
trated in only one province; Quebec,
while the Conservative votes are
spread more evenly over districts
nationwide.
The No. 3 party, the socialist New
Democrats, had 27 seats in the now-
dissolved Parliament, and the right.
leaning Social Credit Party five.
