Rent control proposal will appear on Ypsi ballot BY MARK PARRENT Ypsilanti residential rents could be frozen at their September 1979 levels if voters approve a rent control proposal in April, according to supporters of the measure. Ypsilanti's City Council Monday night backed the placement of the proposal on the April city ballot, accor ding to Councilman Harold Baize. TI proposal would have appeared on the ballot even if the council had not voted its support. TIlE PROPOSAL was initiated by citizens who circulated a petition, which is necessary to put any measure on the city ballot. Eric Jackson, an Yp- silanti resident who coordinated much of the effort, said ,the proposal would place most city rents under the control of a new. Rent Authority which wou have to approve most rent increases. "The Rent Authority would have the power to raise or lower rents based on guidelines," Jackson said last night. He added most rents in the city would be frozen until the Rent Authority could be elected next November, should voters approve the measure. Jackson said the authority would ap- prove rent increases only if the landlord could meet certain conditions, such as cost increase justification, buildi code compliance, and proper main .tenance. CERTAIN FORMS of housing would not be covered by the measure, in- cluding government-owned or ad- ministered housing, fraternities, sororities, hotels and motels, and cooperatives. Jackson said newly constructed housing also would not be subject to the control of the proposed Rent Authority. He said nw buildings would be exem in order to encourage new resident construction in the city. Fred Gruber, a local landlord who said he is the official spokesman of' a landlords' association, would not com- ment last night. BOTH BAIZE and Jackson said they expect area landlords to challenge the measure in court if the voters ap- prove it in April. Baize estimated that the proposal has a "50-50" chance .o passing. As in Ann Arbor, much of the rental housing in Ypsilanti is occupied Oy students. Jackson said a reduced student demand for housing in recent years has not resulted in a correspon- ding drop in the rate of rent increases.
