He said the measure con- tained unprecedented and un- constitutional restrictions. CONGRESS overstepped its constitutional role in approving the bill and attempted to be- come a "co-administrator" in foreign policy decisions, Ford said. It was Ford's 49th veto. The bill, which passed by a 250-185 margin in the House and a 51- 35 vote in the Senate, did not appear to have sufficient back- ing to muster the required to- thirds vote needed to override a veto. The bill "represents an unacceptable attempt by Con- gress to manage the diplomatic relations of the United States" lie said. S. weapons sales in any one year and veto pow- er by Congress over specific weapons sales would limit U. S. ability to respond to legitimate defense needs of friends and al- lies. It also would put U. S. industry at a competitive disad- vantage with foreign arms sup- pliers. --Sanctions against nations for discrimination and human rights violations would be an "awkward and ineffective de- vice" to prevent such policies and would ignore important and complex policy considerations.
