Spain
legalizes
political
parties

MADRID, Spain (AP) - The
Spanish parliament legalized
political parties yesterday for
the first time in nearly 40 years.
The move could give the coun-
try as many as 120 parties, per-
haps even including the Com-
munists, officials said.
Parliament approved the mea-
sure backed by King Juan Car-
los by a vote of 338 to 91, over-
riding objections from rightist
leaders.
THE VOTE was a resounding

victory for the government and
the monarchy only 6% months
after the death of Gen. Fran-
cisco Franco, who banned politi-
cal parties at the end of the
Spanish civil war in 1939.
"With express and never-to-
be-silenced will, the crown has
shown to the nation it wants
a modern democracy for Spain,"
cabinet member Adolfo Suarez,
head of Spain's only political
organization, the Movement,
told parliament.
The new law does not con-

tain a proposed ban on "totali-
tarian parties," the govern-
ment's term for the Communist
party. Interior Minister Manu-
el Fraga has said privately the
Spanish Communist party might
be permitted in two years. But
meanwhile, he has ordered the
arrest of several leftist leaders,
apparently to still rightist criti-
cism.
POLITICAL sources said the
new law contains nothing pro-
hibiting the Communists if they

form under another name, but
Communist leaders have reject-
ed the suggestion.
The non-Communist left, in-
cluding the Socialists, the Social
Democrats and the Christian
Democrats, have said they will
not participate in the govern-
ment's reform effort unless the
Communists are recognized.
But government sources said
the leftist alliance might orealk
,part now that the pares may
operate legally.
