Kissinger plans to meet with
South African Prime Minister

Television viewing tonight

WASHINGTON (AP) - Secre-
tary of State Henry Kissinger
and South African Prime Min-
ister John Vorster will meet in
West Germany later this month
to discuss Rhodesia and other
problems in southern Africa, the
State department announced
yesterday.
Robert Funseth, department
spokesman, said the meetings
will be held June 23 and 24. The
exact site was not disclosed.
STATE DEPARTMENT offi-
cials said the meeting xill be
exploratory with no exact agen-
da. However, they said the focus
would be on tbe growing civil
war in Rhodesia, South Africa's
own policy of white supremacy
and the question of South Afri-
ca's possession of Namibia.
The West German discussions
will be the first meeting be-
tween high-ranking American
and South African officials snce
1945. Kissinger visited South Af-
rica briefly as a private citizen
some 15 years ago.
U.S. officials said the -meet-
ing with Vorster is a natural
followup to Kissinger's r:cent

trip to six black African nations.
NEARLY ALL the leaders of
those countries approve of Kis-
singer's talks with Varst°r. The
officials added that the secre-
tary was urged by members of
the congressional black catcus
to hold the talks.
The main motive, the olficiads
said, is to avoid a race war
in southern Africa and to head
off any foreign intervention.
The U.S. wants to nelp resolve
the problems peacefully through
negotiations with the African
nations thefselves making the
major decisions, sources said.
KISSINGER outlined hi basic
southern African policy in a
speech in Zambia in which he
announced America's "unrelent-
ing opposition" to white mnori-
ty rule.
In that context, U.S. officials
said Kissinger would forccfully
outline America's views on
South Africa's domestic policy
of apartheid, which separates
whites from blacks and leaves
virtually all political and eco-
nomic policy in white hands.
The standard American line

on apartheid is to oppose siy in-
stitutionalized racial supremacy,
the officials said.
ON THE QUESTION of Nrm-
ibia, the U.S. supports the Unit-
ed Nation's decision to withdraw
the 50-year-old mandate given
to South Africa by the League
of Nations. Namibia, culled
South-West Africa in cobnial
days, adjoins South Africa to
the northwest. Negotiations have
been underway to work out
some sort of arrangement be-
tween Johannsburg and Namib-
ian nationalist groups.
Officials added that there is
no specific agreement for Kis-
singer and Vorster to discuss
further meetings. However,
President Ford has idicated a
willingness to see Vorster him-
cials ruled out for the immedi-
self if it would be belpfaL Offi-

U.S. officials and Tan Smith,
prime minister of Rhodesia.
The American officials said
Rhodesia, which declared its in-
dependence from Great Britain
unilaterally several years ago,
is essentially an English prob-
lem.
